What the role is

You will review, formulate and implement policies relating to Integrated Shield Plans, with the objective of ensuring that insurance remains a sustainable pillar of healthcare financing and does not contribute to healthcare cost escalation arising from over-consumption, over-servicing, and over-charging. You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

You will: 1. Review policies governing Integrated Shield Plans • Analyse medical claims data to study the effects of Integrated Shield Plan features (e.g. riders, as-charged benefits) on consumer behaviour • Develop policy proposals to contain healthcare costs through policies governing Integrated Shield Plan, from policy ideation to implementation and communications plans • Engage key stakeholders and manage public comms for any policy changes or initiatives related to Integrated Shield Plans and work with insurers, medical providers, and consumer representatives to identify pain points and improve the design and implementation of Integrated Shield Plans, via the Multilateral Healthcare Insurance Committee (MHIC) • Study the feasibility and relevance of alternative models of healthcare insurance in Singapore’s healthcare financing ecosystem 2. Improve public education on Integrated Shield Plans and other healthcare financing schemes to help policyholders make more informed insurance and care decisions, and consider ways to address unfair sales practices • Reply public appeals and feedback on healthcare financing schemes, as well as prepare responses to parliamentary queries on Integrated Shield Plans • Raise awareness on Integrated Shield Plans and other healthcare financing schemes through public education campaigns, and conduct healthcare financing briefings for the public and host Q&A segments 3. Track health insurance statistics • Develop, monitor and analyse metrics relating to Integrated Shield Plans for policy reviews, annual Committee of Supply debates, and replies to Parliamentary Questions

What we are looking for

Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. • Degree in any discipline, but background in economics, statistics, or actuarial science would be an advantage • Prior experience in healthcare sector, insurance sector or a policy-related role is an advantage • Good quantitative skills and data literacy, with knowledge of Excel; Experience with Stata, R, or Python is an advantage As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
