What you will be working on


You will be responsible for the following:

Planning and Development

  • Be involved in Singapore Polytechnic, SP facilities planning, development and management.
  • Coordinate and supervise officers and vendors/contractors to ensure efficient and effective operations.
  • To lead, liaise and coordinate with stakeholders and vendors for preventive and corrective maintenance.
  • To lead, plan and manage all preventive, corrective and maintenance of related system and to ensure smooth operations with the industrial best practices and comply with the local governance requirements.
  • To lead and manage contracts management for facilities maintenance and conduct regular review to ensure smooth administration.
  • Prepare tender document for contractual works (e.g. maintenance of Building Management System and others), project works, and ad-hoc repair works for maintenance and operation purposes.
  • To resolve operational and stakeholders issues to ensure service continuity and excellence.
  • To ensure responses to building-related / M&E breakdowns and resolve operational issues are addressed by vendors for the safety and well-being of students, staff and public.
  • To be accountable for financial and people management which include budgeting, cost control, organisational capability development, manpower deployment, performance management as well as staff discipline and wellness.
  • To lead the review of operating procedures and service standards and directs all property facilities services including cleaning, housekeeping, maintenance, security, pest control, etc., and to ensure that the property runs smoothly.
  • To drive innovation and productivity efforts as well as technology adoption to enhance property operations and service delivery.
  • To manage the CERT team to ensure on-the-ground operations are well coordinated, drills, exercises, trainings are carried out as per schedule and all safety measures are put in place.
  • To ensure all records and prompt renewal of all statutory permits and licenses required for operating SP Campus, plant room and equipment including maintaining OMM, authorities’ approval, as-built drawing, warranty, and test reports.
  • To lead and ensure the Hand Over-Take Over (HOTO) inspections and defects rectification work are followed up by appointed contractors
  • To lead and liaise with stakeholders and vendors on fitting-out works for tenanted units. To maintain records and ensure prompt renewal of all statutory permits and licenses required for operating SP Campus, plant room and equipment including maintaining OMM, authorities’ approval, as-built drawing, warranty, and test reports.
  • Keep abreast of latest Singapore Standards and authority requirement, so as to lead Singapore Polytechnic in the desired direction.
  • Write papers for approval on relevant subjects when required.

Other Project and Programme Management and Implementation of Strategy and Initiatives

  • Manage and coordinate on-going projects and events at a time, keeping an eye on each timeline and achieving milestone goals to meet specific deadlines.
  • Identifying strategy goals, initiatives and programmes, and developing action plans for and coordinating implementation.
  • Other duties as assigned.

What we are looking for

Requirements

  • Qualification Required and Area of Discipline
    • Minimum diploma or degree in Facilities Management, Mechanical/ Electrical Engineering, or a related field
    • Minimum 10 years of relevant experience in facilities management, building services or mechanical and electrical (M&E) systems (relevant experience in ACMV/SMART FM will be an added advantage).
  • Prior working knowledge on regulatory requirements and legislations
  • Proficient in using e-procurement platforms and experience preparing tender specifications
  • Ability to develop and maintain Standard Operating Procedures (SOPs) and conduct risk assessments.
  • Good analytical skills and project management skills
  • Demonstrated leadership qualities and strategic planning capabilities
  • Team player with good interpersonal, communication skills to collaborate and manage with various Stakeholders.
  • Good time management on tasks allocated, resourceful, self-motivated, driven with the ability to multi-tasks.
  • Positive work attitude, ability to work with all levels of staffs and strong team player.
  • Excellent communication, problem solving, presentation, negotiation and interpersonal skill.

Successful applicant will be offered a 2-year contract in the first instance.
