PSD’s HR Policy cluster is the Public Sector Centre of Excellence for several areas relating to people policy, including compensation and benefits, talent attraction, performance management. We ensure that our Public Sector can continue to attract, develop, retain, and motivate the right talent to build Singapore for the next generation. What you will be working on

You will be part of a 4-person team providing consultancy services to public agencies on compensation and benefits design. This is a unique opportunity to drive impactful total rewards strategies within one of Singapore’s largest and most diverse employers. Reporting to the Principal Consultant or Head of CentEx, you will: • Formulate innovative total rewards solutions to help public agencies meet their workforce needs and retain talent, balancing the need for fiscal discipline and appropriate pay relativity within the public sector • Guide public agencies to plan for the communication and implementation of total rewards solutions • Deepen CentEx’s capabilities by conducting market research to identify emerging trends and best practices in compensation and benefits, and develop dashboards / reports to analyse salary- and workforce-related data and generate insights • Support the development of compensation and benefits capabilities within public sector, such as participating in the design and delivery of compensation-related training programmes for public sector HR officers

What we are looking for

We are looking for self-motivated individuals who value integrity, teamwork and take pride in going the extra mile to provide excellent service. An ideal candidate should possess the following: • [Total Rewards] Knowledge and appreciation of compensation principles and best practices to lead the reviews of total rewards programmes and initiatives. Experience in salary benchmarking, salary structure and incentives design will be beneficial. • [Data Analytics & Insights] Advanced proficiency in Excel and data visualization tools (e.g. Power BI, Tableau) to perform quantitative analysis, and to extract and distil complex analysis into key insights and decision points for stakeholders. Knowledge of programming language used in HR analytics (e.g. Python, R) will be a bonus. • [Thinking Clearly and Making Sound Judgements] Strong analytical and problem-solving skills, ability to understand historical precedent in context, determine applicability to current scenarios, and triangulate against current best practice to design effective and timely solutions. • [Working Effectively with Stakeholders] Strong writing and verbal communication skills to articulate complex issues to decision makers and non-technical stakeholders. Willingness to engage a range of stakeholders to ensure that recommendations are implemented effectively. • At least 2 years of experience in HR work, specifically in the related areas of compensation and job grading/evaluation • Experience working in multi-national organisations or HR consulting firms will be advantageous. • Self-starter who is able to work independently and work well under pressure. • Desire to innovate and establish new precedents Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be appointed on contract in the first instance.
