What the role is

The Energy Market Authority (“EMA”) will be centralising the procurement of natural gas to enhance the security, reliability, price competitiveness and stability of natural gas supply for the Singapore power sector, as part of Singapore’s energy transition. A new corporate entity will be set up to be responsible for the centralised procurement of natural gas. We are looking for a dynamic and experienced Admin Manager for the corporate entity. The Admin Manager will play a critical role in assisting in the setting up of the new corporate entity, including renovation of the new office premises of the new corporate entity covering renovation design, planning, implementation and managing the renovation process; and after the new corporate entity has been set up, be responsible for the management of the office premises and facilities of the new corporate entity, including formulating and reviewing related policies and processes, as well as other administration matters of the corporate entity. You will first be recruited under EMA, and subsequently transferred to the new corporate entity when it is set up in 2025.

What you will be working on

• Carry out renovation/outfitting works for the new office including planning, implementation and management of such works, liaising with stakeholders, preparation of tender/contract documents, specifications and budget, managing the tender process, oversee the actual renovation works till completion within timelines and budget. • Implement and manage facilities management functions, including by procuring the necessary services through tenders/contracts (which may range from cleaning, horticulture, pest control to security access/services etc.), managing the tender process and tender evaluation and award, supervision and management of vendors and service providers to ensure smooth delivery and proper performance of the works/services to support day-to-day office operations and functions. • Ensure that office facilities/equipment operate efficiently and properly, attend to staff feedback/reports on faults and breakdowns of equipment and disruptions of facilities and carry out, arrange for and manage necessary repairs, rectification and replacement of facilities/equipment, including managing vendors and service providers to carry out such repairs/rectification/replacement • Ensure that office premises and facilities comply with health, safety, regulatory, environmental and legal standards, conduct regular inspections to address non-compliance issues promptly. • Digitalise/automate, implement smart technologies and sustainability initiatives in the office for efficient facilities and energy management. • Handle facilities management budget, expenditure and office lease matters

What we are looking for

• Background or qualifications in building estate and facilities management, or electrical/mechanical engineering, or other related fields, with at least 3 years' relevant work experience in building estate, facilities management and project management in office renovation projects • Experience in public sector procurement in managing public sector office renovation projects would be an advantage • Knowledge of latest smart and sustainable technologies and trends, and best practices in office facilities management that deploy such technologies • Strong project planning, organisation, implementation, management, communication, interpersonal skills and good writing ability • Hands-on and operations-minded attitude and ability to work independently as well as in a team • Resourceful and proactive in problem-solving • Able and willing to work after office hours and on weekends in implementing and managing office renovation and facilities management projects and work when needed
