What the role is

The Industry Development Division 2 (IDD2) within the Training Partners Group at SkillsFuture Singapore (SSG) is committed to fostering a high-quality Continuing Education and Training (CET) ecosystem. This is achieved through strategic partnerships with CET providers and engaging enterprises in skills development.

The Manager/Senior Manager will report to a Team Lead and will be part of the Programme Policy, Finance & System Management team. The role involves managing strategic CET partners to develop capabilities, supporting sectoral manpower development, identifying best-in-class partners, and implementing workforce transformation strategies.

What you will be working on

a) Stakeholders’ Engagement and Partnership Management - Identify, appoint, and engage strategic training partners to support SkillsFuture and national initiatives. - Collaborate with SSG Divisions to implement, manage, and evaluate programme outcomes. - Perform contract management, including negotiating partnership scopes, preparing budget proposals, managing contract sign-offs, and handling grant disbursements. - Conduct and monitor periodic reporting of training partners' efforts and programme outcomes. b) Programme Policy Review and Monitoring - Review operational policies and processes, draft submissions, and present to Management in consultation with stakeholders. - Conduct regular reviews and evaluations of programmes to assess effectiveness and impact. - Analyse data and performance metrics to identify areas for improvement and recommend enhancements. - Communicate findings and recommendations to stakeholders and support the implementation of changes. - Track progress and outcomes of programmes, gathering and analysing data for reporting. c) Systems Coordination - Coordinate system transition activities, including communications to stakeholders. - Perform data preparation, cleansing, and participate in user requirement and User Acceptance Tests. - Ensure data integrity of programmes, agreements, and courses in the Training Grant System. d) Admin & Finance Management - Support management of key SSG programmes, liaising with training providers for corporate reporting and programme closure. - Monitor and review budget/cashflow utilization and outcome achievements. - Oversee Customer Relationship Management cases and ensure timely responses. - Review and improve knowledge management processes.

What we are looking for

- Possess the required competencies to execute the job duties proficiently - Up to 7 years’ experience in partnership management, budget/programme review, and implementation. - Proven networking and negotiation skills, with the ability to engage stakeholders at all levels. - Strong analytical and systematic problem-solving skills, with the ability to derive insights from data. - Proficient in data collation, management, analysis, and presentation. - Performance-driven, outcome-oriented, and meticulous. Ability to effectively prioritize tasks and meet project deadlines. - Proactive, self-motivated, with a strong sense of accountability and ownership. - Adaptable and open to learning, with a willingness to embrace new challenges. - Excellent writing, communication, and digital literacy skills. Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure.

About SkillsFuture Singapore

SkillsFuture Singapore (SSG) is a statutory board under the Ministry of Education (MOE). It will drive and coordinate the implementation of the national SkillsFuture movement, promote a culture and holistic system of lifelong learning through the pursuit of skills mastery, and strengthen the ecosystem of quality education and training in Singapore. SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and guide the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators. SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life. SSG will also bring together synergies in continuing education and training (CET) and pre-employment training (PET), so skills requirements will continue to meet the demands of different sectors of the economy.
