Description of Division/Branch:
The Social Support Group (SSP) oversees all operational policy, planning and delivery of social services for low-income and vulnerable families.
The Operations Planning Division (OP) develops the operations policy for ComCare schemes and MSF-funded social services for lower-income or vulnerable individuals and families (including the homeless, the destitute, the elderly).
The Operations Planning 3 (OP3) Branch oversees operations policy, service development and capability development of various residential support programmes – Senior Group Homes, Sheltered Homes, Transitional Shelters and Welfare Homes.

What the role is
What you will be working on
The Assistant Manager / Manager / Senior Manager will report to the Senior Manager / Senior Assistant Director overseeing the operations policy, service development and capability development of programmes for low-income families facing housing instability, groups at risk of homelessness and rough sleeping and vulnerable elderly.
Responsibilities:
• Review and enhance the delivery of services for Sheltered Homes (SH), Senior Group Homes (SGH) and Transitional Shelters (TS) by appointed Social Service Agencies, including:
o monitoring and analysing data to evaluate the adequacy of programme space and quality of service for clients;
o reviewing and refining operational guidelines and referral protocols to address service gaps based on ground feedback or sector developments;
o working with stakeholders to develop baseline standards of care for MSF-licensed residential homes;
o developing competency frameworks and training roadmaps to enhance the competency and capability of service providers
• Work with internal and external stakeholders to support broader policy reviews, as well as execution of service policies and service improvement initiatives
What we are looking for
• Preferably have relevant work experience in programme reviews, inter-agency/ stakeholder engagement
• Have the ability to synthesise and analyse data for operations policy reviews
• Have strong writing, analytical, problem solving and communication skills
• Have passion in serving the target clients
• Be able to build collaborative relationships with government and community partners, as well as internal stakeholders
• Be self-driven and able to work well under pressure and tight deadlines
