The Government Procurement Function Office (GPFO) oversees the Government procurement policies, practices, systems and workforce. Among other responsibilities, it is responsible for driving transformation of the whole-of-government (WOG) procurement function, including digital transformation.
MOF-GPFO is embarking on a project to refresh the current GeBIZ. GeBIZ is a WOG platform for agencies to publish their tenders and suppliers to submit their proposals.

What the role is
What you will be working on
The Head (Digital Transformation) will lead the team to conceptualise, plan and execute the implementation of the new GeBIZ system. The scope will include:
• Drive the multi-agency effort to study the requirements for the new system, and identify digitisation and automation opportunities, to deliver a seamless Budget-Procure-to-Pay experience that meets WOG needs Formulate change management strategies to engage with agencies across WOG to ensure a smooth and effective implementation of the GeBIZ system
• Work with technical partners and stakeholders in the Budget-Procure-to-Pay value chain on business process re-engineering and process harmonisation, analyse issues and trade-offs, and develop solution prototypes
• Oversee external vendors and consultants to ensure that the GeBIZ project is executed efficiently and on schedule in an agile manner
• Explore, leverage and implement innovative new technologies to support end-to-end government procurement requirements
• Guide the use of data analytics to ensure proper governance of procurement practices
What we are looking for
Requirements
• Degree from a related field of study such as logistics, supply chain, business, engineering or data analytics
• Background in procurement and implementing organisational systems; exposure to analytical front-end tools; and a good appreciation of commercial practices, economics and financial concepts will be an advantage
• Ability to look at issues from a WOG perspective, review the status quo and integrate procurement policy considerations and operational requirements with what is technologically feasible
• Ability to bring together multiple stakeholders, manage diverse views and forge consensus
• Demonstrated experience in leading and motivating a team in a fast-paced environmentHave a dare-to-do attitude and not afraid to challenge the status quo
• Strong critical thinking, analytical and project management skills
• Excellent writing and presentation skills
