What the role is

The operating environment of the Public Service is undergoing fundamental and rapid change. The issues we face are complex and multi-faceted, which impact the way the Public Service operates and organises itself. Internally, the changes in workforce profile have necessitated a new approach in how the workplace is designed, while the pervasiveness of technology has fundamentally changed the way we conduct our business. To prepare the Public Service for these changes, we have begun the journey towards Public Sector Transformation. We seek to continually transform the Public Service to better serve Singaporeans. We do this by championing Public Sector innovation, transforming citizen and business service delivery, building a future workplace, and supporting transformation efforts in the Ministries and Statutory Boards.

What you will be working on

You will be part of the Public Sector Transformation Group (PSTG) and will report to the Director (Public Sector Transformation). PSTG is in charge of driving the Public Sector Transformation (PST) movement, which aims to build our future Public Service to be ready and able to build our future Singapore. As strategist of the PST movement, PSTG will define the PST outcomes and targets, and set up the necessary governance structures and processes to ensure we achieve these targets with ambition, alignment, and action. As change catalyst, PSTG will set the scale and pace of change and drive business process re-engineering across citizen and officer journeys and work processes to ensure PST is deep and pervasive. As mobiliser, PSTG will continue to roll out mass initiatives to mobilise and engage officers to come on board PST, and ensure that PST is real, relevant, and relatable to all public officers and the work they do. [Specific Job Responsibilities] • Drive new strategies to enhance Public Service employee experience, so that we have Public Officers that are inspired, supported and equipped for the future. The role will be to corral our various partners within PSD (e.g. HR Policy, Workforce Development) and externally (e.g. Ministry of Digital Development and Information, Ministry of Finance, PST-People Experience Committee) to enhance employee experience through the following: o Enhancing the emotional/mental and physical wellbeing of public officers through key initiatives such as Public Service Wellness Ambassadors and the implementation of the Public Service-wide Employee Wellness Programme. Through these efforts and others, the role seeks to create a workplace where wellbeing is a priority for individuals, supervisors/leaders and organisations; o Creating work environments which are seamless, flexible and foster collaboration among officers within teams, organisations and Whole-of-Government, through levers such as CoWork@Gov and HR/workspace Policy; o Enhancing officer productivity and sense of purpose through the use of digital tools such as Workpal and service journeys to address officer pain points. The role will also look at how teams can drive greater prioritisation and focus on high-value work. o Creating an engaged and empowered workforce by strategizing and implementing a range of initiatives to enhance our organisational culture in the Singapore Public Service. Aspects of culture could include innovation, a spirit of learning, collaboration and leadership. o Working with our partners to develop interventions that allow the workforce to experience continued growth and development. • Developing contacts and knowledge relating to thought leaders, innovation/organisational development units, practices, methods and tools that can improve employee experience, organisational culture and innovation, and continually keep abreast of global developments in this space.

What we are looking for

We are looking for people who enjoy ambiguity, are not afraid to get under people’s skin, can generate lots of collaboration, and see opportunities in constraints. Key Competencies Required • [Project Execution]: Implement, monitor and control all aspects of a project, strategically utilising resources to achieve the objectives in an effective and efficient manner that is within the agreed timelines, costs and performance expectation. • [Facilitation and engagement]: Convene engagements sessions with various stakeholders, and design and implement facilitation plans to drive strategic change and public sector transformation. Such sessions may involve large or multigroup discussions, or discussions involving senior leadership in Public Service. • [Thinking Clearly and Making Sound Judgements]: Strong analytical and critical thinking abilities. Able to understand external factors and global trends impacting organisation performance. Articulate business context and work with ambiguity and loosely defined problem spaces to synthesise data points and ground realities. Propose sound and innovative solutions to complex issues with stakeholders in mind. • [Working Effectively with Stakeholders]: Able to work closely with other Public Service agencies to drive the public sector transformation and achieve better coordination and integration of technology into the way we work. To achieve this, you should possess the ability to communicate effectively through written and oral presentation. • [Caring for, Developing and Inspiring Staff]: Provide guidance to staff to ensure the timely delivery and high quality of work, while also mentoring and provide feedback and career development advice to your staff. Work Experience • At least 10 years of work experience, with policy and/or operational experience, and an interest in innovation, organisational development (OD) and skills/tools that drive transformation and innovation. Strong facilitation and communication skills are a must. Applicants will typically be notified on whether they are shortlisted or not within 4 weeks of the closing date of the job posting. Successful candidates will be offered a 2-year contract in the first instance.
