The Digital Transformation, Innovation & Data Division (DTID) is the business transformation office to drive A*STAR towards a digitally enabled and data-driven organisation. The office is responsible to define the digital vision, formulate digital and data strategies and develop the roadmap to frame and provide directions towards our digitalization efforts. DTID acts as the catalyst in driving digital transformation and is the bridge between business owners and technology supports. As the central office, DTID performs the role as the horizontal integrator to synergise and harmonise digital efforts and drive complex and cross-cutting digital initiatives for A*STAR. The Data Management Office (DMO) forms part of DTID to focus on the development of data policy, strategy, standard & governance, and associated data capabilities to realise the digital transformation of A*STAR. Beyond business-technology, the roles of DTID also entails the raising of digitally skilled and creative workforce to empower our workforce to harness digital technology and use of data for business transformation.

What the role is
What you will be working on
As Deputy Director DMO, you are responsible to support the Group Director (GD), DTID/Chief Data Officer (CDO) and lead the DMO team to transform A*STAR into a data-driven organisation as part of the larger Digital Transformation effort. You are expected to be a hands-on and lead your team to:
• Support the GD to implement the data strategies, roadmap and initiatives to achieve A*STAR?s digital and data vision
• Oversee the development and maintenance of data policies, procedures and guidelines to incorporate the best practices in data governance, data security and data quality for A*STAR corporate data
• Design and develop a data architecture that is effective, efficient, scalable, and secured solutions to meet the GCC2.0 requirements and IM8 policies
• Define and develop the necessary data platform including direction, framework, architecture, standards, and guidelines
• Create, manage, and document data pipelines to ensure alignment with business needs and application architecture
• Work closely with A*STAR IT on the required enterprise tools needed for compliance of data policies
• Assist the CDO to drive data culture in A*STAR and build data infrastructure to harness the full potential of data for insights and decisions
• Work and collaborate with our training department to drive data literacy and innovation programme to uplift A*STAR workforce to equip them with the skills to embrace the use of data and related digital technology for business transformation
• Oversee the development of the knowledge management for whole of A*STAR, including the development of framework and systems needed to allow storage, search and retrieval of necessary information
What we are looking for
Job Requirements
• At least 12 years of experience in strategy planning, technology development, data management and project management skills
• Exposure with design thinking, user journey mapping and project management methodologies
• Good understanding and working knowledge of current data trends and modern digital technologies
• Experience in facilitating business users to define problem statements, articulate desired business outcomes and drive data requirements for business transformation or process re-engineering
• Ability to translate business needs to technological requirements and propose data solutions to achieve the desired business outcomes
• Project management skills to drive large scale projects and manage technical implementation to deliver outcomes within the approved budget and timelines
• Familiarity with Government / Public Sector Financial, Procurement and Cybersecurity Instruction Manuals and experience in governance, risk management and compliance is preferred
• Possess strong leadership qualities with the ability to provide guidance to your team members
• Excellent problem solving and analytical skills as well as oral and written communication skills
