What the role is
What you will be working on
We are looking for a Manager/ Senior Executive (Business Partnership Teams), PCG. You will be forward deployed and stationed onsite at agencies located at the CREATE Tower, with hybrid work arrangements.
As Manager/ Senior Executive (Business Partnership Teams), you will serve as a trusted and strategic partner to agency’s Senior Management Team by developing and delivering integrated HR Services. As a last-mile-delivery role, you are accountable for the eventual delivery of HR products and services to agencies (leaders and employees), ensuring tight-knitted collaboration with specialist centres and plugging the ‘gaps’ or contextualising where necessary.
The scope of your role includes the following:
• Ensure effective and efficient delivery of HR services (e.g. recruitment service, payroll, declarations) to agencies in order to meet business needs. This involves close partnerships with the agency directorates, HR specialist centres, as well as Whole-of-Government (WOG) partners such as Vital, HRPS and other public service agencies to share best practices and work on integration of HR tech and process redesign.
• Provide HR advisory to agency directorates to address workforce needs and people issues and boost agencies’ performance.
• Co-design and implement HR strategies effectively, together with agencies and specialist centres, to better attract, retain, develop, engage and motivate employees. This includes operationalising WOG HR policies and initiatives effectively at the agency and directorate level.
• Partner HR specialist centres to work on key planning initiatives (e.g. Strategic Workforce Planning), including providing insights on agencies’ business and workforce needs, as well as executing change management at agency and directorate level.

[HR Business Partnership]: Able to develop and align overall HR strategies and initiatives that cut across different HR domain functions, in support of business units’ priorities.
[Recruitment & Employer Branding]: Able to analyse workforce trends to anticipate recruitment requirements and conduct proactive talent sourcing. Review recruitment processes to ensure alignment to organisation’s strategy as well as a positive candidate experience.
[Working effectively with stakeholders]: Able to work effectively with and mobilise relevant stakeholders at different levels of the system for relevant input toward a common purpose and deliver impactful outcomes. Create and promote opportunities for collaboration across boundaries.
[Thinking clearly and making sound judgement]: Strong analytical and critical thinking ability. Able to make sound and timely decisions. Thinks ahead to anticipate issues, identify opportunities, and appreciate implications.
[Improving and innovating continuously]: Strong innovative and conceptual thinking skills to conceptualise and suggest creative solutions and approaches to HR/ business challenges.
