We are seeking an experienced professional to provide strategic leadership in applied R&D for developing cutting-edge Video Analytics, Image-AI algorithms, and AI models. These solutions will address diverse use cases from Home Team Departments (HTDs), Centres of Excellence (COEs), and Programme Management Centres (PMCs). In this role, you will lead a team of applied R&D engineers and scientists to explore emerging Vision-AI research areas, mentor team members, and allocate resources effectively to drive innovation. Your efforts will help shape the next wave of Vision-AI capabilities, delivering impactful solutions to end users. Additionally, you will serve as a Subject Matter Expert (SME), offering technical advisory and expertise to other COEs, PMCs, and HTDs in Vision-AI and related technologies.

Identify applied R&D focus areas and develop 3-years roadmaps for areas of Video Analytics, Image-AI and multi-modal AIs Regular review of the roadmap and workstreams with the awareness of user requirements and operational gaps identified by the stakeholders Keep abreast of latest developments in the AI and IOT space to identify new possibilities for HTX and HTDs. To also guide the team in the conceptualising and prototyping of new products and solution Advise the team on technical approach to undertake regarding Vision-AI model, Software engineering, taking into consideration the need to optimise between the solution’s development cost and technical performance Establish relevant engineering framework, guidelines and processes taking account of industry best practices in software development and applied R&D Establish engineering disciplines within S&S COE including documentation, file/document/code version controls, design modularisation and code reusability Conduct individual work planning in alignment with HTX/S&S COE’s strategic direction and to ensure meaningful work assignment matching individual strength Identify areas of training and development at an individual level to cater for individual’s learning and growth and to keep overall technical competency of S&S COE at the topmost level Conduct regular feedback and dialogue sessions at an individual and collective level to establish a healthy and empowering work environment within S&S COE Provide SME technical consultancy to HTDs, PMCs and COEs on all S&S related projects Establish, Review and Approve technical benchmarking and evaluations framework for Vision-AI capabilities Guide the team in the technical evaluation and benchmarking of the solutions, optimising the approach depending on the nature and complexity of the use case and user requirements Exert thought leadership at forums, conferences

Tertiary education in the technology or relevant domain. Minimum 15 years of experience in the ICT domain, including 10 years of practical system and software engineering work. At least 5 years of experience in developing and delivering large-scale ICT projects with proven track records. At least 4 years of experience in AI for Computer Vision, with additional expertise in Sensors and IoT preferred. Strong knowledge of multi-tier architectures for video surveillance and analytics platforms, with experience in one or more cloud service providers. Demonstrated leadership and supervisory skills, with a track record of successfully leading and collaborating with multi-agency teams. Deep understanding of Computer Vision techniques and Deep Learning models, with proficiency in frameworks such as PyTorch, TensorFlow, Keras, or Caffe. Familiarity with Home Team Departments’ business and technical requirements, with a strong grasp of AI technologies in Video Analytics, Sensors, IoT platforms, and related sensor technologies. *** All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
