What the role is

You will work closely with MTI divisions as well as HR counterparts in other ministries and agencies to ensure the smooth administration of the Annual Ranking and Promotion (R&P) Exercise and a fair outcome. This includes the review of R&P processes and implementation of compensation policies such as performance bonuses. You will also be providing advice on and reviewing selected MTI Statutory Boards’ HR policies and proposals and facilitating their board appointments.

What you will be working on

• Work closely with MTI’s divisions, HR counterparts from various government agencies and the Public Service Division to ensure the smooth execution of MTI’s Annual Ranking and Promotion Exercise. • Oversee the implementation of merit increments, performance bonuses and other related compensation policies, ensuring alignment with organisational goals and budget. • Develop, review and update policies and processes related to performance and promotion-specific compensation through close partnership with MTI’s divisions, HR counterparts from various government agencies and the Public Service Division. • Analyse ranking outcomes and promotion trends to provide insights and recommendations on process improvement. • Prepare and deliver clear communication to staff regarding any changes or updates in performance management and compensation-related policies, ensuring transparency and understanding among all staff. • Be a business partner to selected MTI Statutory Boards and provide timely advice and guidance on their board appointments and HR policy matters, including review of HR proposals, policy interpretation, implementation, and compliance where necessary.

What we are looking for

• 3- 5 years of experience in Public Service HR is preferred. Experience in policy formulation and review will be an advantage. • Possess good analytical skills to identify areas of improvement in HR processes for reviewing and streamlining where necessary. • Ability to conceptualise and articulate policies, as well as translating strategies to operational practices. • Possess good interpersonal, organisational and communication skills, with the ability to work well independently, in a team and with senior stakeholders. • Comfortable handling large volume of data, and to perform quantitative and qualitative analysis New hires to Civil Service are appointed on a one-year contract and will be assessed and considered for permanent tenure over time, based on performance.
