What the role is
What you will be working on
The Transformation Lead will be responsible for the Budget System implementation and spearhead initiatives across Finance, HR, and other backroom operations to enhance efficiency, streamline processes, and implement innovative solutions. The role involves project management, stakeholder engagement, process reengineering, and the adoption of emerging technologies.
A) Budget System Implementation
• Lead the project team in the implementation of the Budget Planning and Management System (iBPMS), overseeing its strategic planning, execution, and delivery within scope, time, and budget constraints
• Work closely with the Vendor to ensure project deliverables meet quality standards, anticipating issues and planning proactively to mitigate risks.
• Work closely with the Finance Budget Team to understand their requirements, engage them for key design decisions and play the role of an intermediary with the Vendor.
• Perform first level review of documents provided by the Vendor prior to review by the Finance Budget Team.
• Coordinate with MOT IT Section to ensure that the infrastructure will be able to support the System
• Stay aware of policy changes to ensure that the system is aligned with business objectives.
• Advise Finance Budget Team on process transformation where applicable.
• Engage LTA (MOT’s SB) on the integration of iBPMS with their budgeting system and project contractual matters.
• Lead and guide the team to perform User Acceptance Testing, Data Migration and other activities throughout System implementation.
• Work with Change Management team to engage MOT HQ Divisions and SBs.
B) Transformation Projects (e.g. RPA, Dashboards, etc.)
• Lead the design, development, and implementation of transformation initiatives, focusing on process reengineering, automation, and digitalisation to improve operational efficiency.
• Engage with stakeholders across various departments to understand existing processes, identify pain points, and collect detailed requirements for transformation projects.
• Ensure thorough documentation of process flows, standard operating procedures (SOPs), and training materials to facilitate effective change management and knowledge transfer.
• Regularly review and update documentation to reflect any changes or improvements in processes and systems.
• Explore and evaluate emerging tools and technologies, such as GenAI, to develop innovative solutions that support the organization's transformation goals.
• Collaborate with IT and other relevant departments to ensure that technological solutions are aligned with MOT’s infrastructure and strategic direction.
• Monitor project progress, resolve issues, and make adjustments as necessary to ensure successful project outcomes.
• Communicate effectively with all levels of management and staff to ensure buy-in and support for transformation initiatives.
You will lead a team of officers, who will support you in the project implementation. You will also work closely with your supervisors in your officers’ personal and career development, including engaging your officers and conducting career conversations.

Requirements
• Tertiary qualification in IT /Accounting or equivalent professional qualification will be an advantage.
• Knowledge of Government budgeting will be an advantage.
• Strong leadership qualities and proven track record of system delivery.
• A self-starter who can work independently and be a team player as well
• Proven ability to effectively multitask and manage heavy workload independently
• Strong written and communication skills
• Meticulous attention to details is necessary
• Possesses good interpersonal skills and is service-oriented

The ministry also oversees the operation of the Transport Safety Investigation Bureau (TSIB).
