What the role is

You will be joining a dynamic team that is charting the overall R&D Directions, Funding, Capabilities and Engagement landscape for the whole of HDB, as well as the overall Built Environment in Singapore.

What you will be working on

R&D Funds: (a) Cool Ideas Enterprise • Cool Ideas Enterprise (CIE) is an open innovation platform for innovators to co-develop solutions that improve the HDB living environment and residents’ quality of life. • You will help manage a major part of the Cool Ideas Enterprise Research Programme. This includes research road mapping to identify new areas of research focus, scoping of new research proposals to address challenges with industry and agencies, managing R&D grant calls and awards, analysing R&D project performance, and ensuring that the R&D outcomes are both tested in HDB’s Centre of Building Research and deployed in our HDB Town Living Labs. • In addition, you will help drive/facilitate the implementation of Robotics & Automation (R&A) solutions in HDB which includes, but not limited to: o Conduct comprehensive environment scan to identify potential R&A solutions both locally and internationally, including those of adjacent industry o Identify, engage, and collaborate with potential vendors and partners - Foster an innovation ecosystem around R&A in public housing, engaging key industry stakeholders to drive technological advancement and collaborative solutions o Forge strategic partnerships and expand professional networks with relevant agencies and entities to leverage external expertise, accelerate innovation and maintain HDB’s position at the forefront of implementing cutting-edge R&A solutions in public housing (b) Cities of Tomorrow R&D Programme • Besides CIE, you will also help to manage the Cities of Tomorrow R&D Programme, which aims to establish Singapore as a highly liveable, sustainable, and resilient city of the future, and as a vibrant urban solutions hub that features cutting-edge urban solutions. • This includes research road mapping to identify new areas of research focus, managing R&D grant calls and awards, analysing R&D project performance, and ensuring that the R&D outcomes are both tested in HDB’s Centre of Building Research and deployed in our HDB Town Living Labs. Other responsibilities for both R&D funds include: • Coordinate HDB’s R&D programmes and support Senior Leadership in their efforts to create a Sustainable Built Environment, with opportunities to participate in a wide variety of national platforms • Drive R&D projects relating to construction productivity, resilient infrastructure, greater sustainability in HDB towns, and incorporate upcoming trends in technological advancement in the built environment. • Leverage technology to create business dashboards that help Senior Leadership monitor and analyse R&D performance at a glance, and to flag the need for interventions • Deploy tools to automate processes and ensure the timely and accurate flow of R&D funds Science & Technology • Strategise the development of HDB’s overall Science & Technology capabilities, to aid HDB in both pushing the boundaries of aspirational areas and improving core operations • Coordinate HDB’s efforts in the nationwide S&T capability building push that is driven by S&T PPO. • Support Senior Leadership in their Science & Technology efforts to transform HDB’s operations and service delivery, with opportunities to participate in a wide variety of national platforms Research & Development Projects • Run individual R&D projects (e.g. in the areas of construction productivity, resilient infrastructure or greater sustainability) where you will scope and conduct R&D activities with academia and industry partners to guide the R&D project outcomes towards national objectives and outcomes. • You will need to drive projects towards outcomes that are useful for HDB to deploy, with an appreciation for how HDB systems are set up and run. Outreach & Engagement • Drive outreach and engagement efforts where R&D outcomes and projects are shared with stakeholders and the public, for example in the USS R&D Congress • Conduct local and international engagement efforts in Punggol Eco-Town and HDB’s other sustainability-related Living Labs • Organise webinars and workshops to engage Singapore’s Built Env R&D community

What we are looking for

You should possess a good background in the Built Environment / Programming / Robotics / Mechatronics / Engineering / Architecture or other related fields. You should have at least 5 years of experience in sustainability research / smart technology research / capability development / programme management / technology or other related fields. You should be able to convey your ideas clearly (both written emails and verbal communication) to Senior Leadership, be confident in creating and delivering clear and appealing presentations and be open to using software tools for automation and dashboarding. You should also have good interpersonal skills, strong relationship management with problem solving skills, be meticulous and resilient, be able to work with a multi-disciplinary team across agencies and be open to learning. Successful candidates will be offered a 2-year contract as a start.
