What the role is

You will be working in the Learning and Development Office (LDO), which is a corporate unit within the Civil Service College Singapore (CSC). LDO supports CSC’s goal to be a thought and practice leader for Learning and Development (L&D) in the Singapore Public Service. We do so by uplifting CSC and whole-of-government (WOG) capabilities through research, development projects and programmes that inform and advance practice. LDO works in partnership with other departments within CSC to enhance the practice of L&D in the Singapore Public Service.

What you will be working on

In this role, you will: • Identify and implement initiatives together with partners/stakeholders/users to build L&D capabilities both for CSC and the WOG. • Collaborate with CSC departments on needs diagnosis, intervention selection, programme design & development, and evaluation (impact studies). • Plan and manage L&D capability building projects including – but not limited to –conducting needs analyses, facilitating focus group discussions with a variety of target audiences, designing and facilitate learning interventions, and enable communities of practice.

• Curiosity about problems with a high threshold for ambiguity/uncertainty. Motivated to follow analyses to their logical conclusion, and the resourcefulness to navigate prevailing operating context to design and implement effective and timely solutions. • Demonstrate integrity and drive for excellence in work. • Experience with working with data, user/learning experience design, workplace learning, co-creating solutions with end-users, and community building. • Experience with using competency frameworks to design capability development initiatives. • Ability to co-facilitate learning experiences using appropriate facilitation/learning delivery methods with guidance from experienced colleagues. • Ability to communicate complex issues (such as capability development and capability-building solutions) to a variety of stakeholders. • Ability to build collaborative relationships that enable partnerships within CSC and with external partners. • Ability to collaborate with stakeholders to develop, implement, and review learning interventions including – but not limited to – (a)synchronous programmes and e-learning packages.
