What the role is

The individual will be part of a team that oversees the strategy development, as well as operational policy and planning, in capability and capacity building for the social service sector. This includes formulating strategies to enhance organisational capabilities of Social Service Agencies (SSAs); lead in the research and development of domain-specific (organisational development, people practice, volunteer management, digitalisation etc) implementation strategies; develop and implement impact and progress tracking matrix/mechanisms; and coordinate across internal and external stakeholders to implement identified plans

The key objective of this role is to ensure that SSAs are supported to improve their operational efficiency and effectiveness in delivering quality social services to users.

Your primary role will be supporting the Capability Planning team in policy implementation across the Capability Group.

What you will be working on

Contribute to the development of policies and plans to strengthen organisational capabilities in the social service sector:

  • Conduct desktop research and analyse sector trends
  • Assist in formulating proposals and recommendations for operational policy enhancements
  • Prepare reports and presentations on findings for review by senior management

Scope and develop policy implementation support for internal operational teams:

  • Liaise with internal teams to facilitate policy adoption
  • Develop materials (presentation decks, materials, FAQs etc) to enable teams to engage stakeholders
  • Monitor implementation progress and adoption, review and refine the enabling support

Manage the collection of relevant data from Social Service Agencies (SSAs) for organisational capability assessments:

  • Coordinate data collection processes, including survey distribution and follow-ups
  • Manage stakeholder relationships to ensure timely and accurate data submission
  • Oversee data management systems, including basic troubleshooting
  • Analyse collected data and prepare summary reports

Assist in budget monitoring and performance tracking for assigned surveys and team key results:

  • Help maintain budget records and track expenditures for Capability Planning team
  • Monitor key performance indicators (KPIs) of the team and compile regular progress reports

Develop and implement outreach initiatives to increase awareness of capability development areas:

  • Create content for outreach materials, such as presentations and brochures
  • Assist in organising and conducting outreach sessions for key stakeholders
  • Collect and analyse feedback from outreach activities to inform future efforts
  • Monitor general enquiries, working with appointed vendor

Support procurement and vendor management processes:

  • Assist in preparing procurement documentation and evaluating vendor proposals
  • Help coordinate with appointed vendors to ensure timely project delivery
  • Monitor vendor performance and report any issues to senior management

Contribute to team effectiveness and knowledge sharing:

  • Participate in team meetings and contribute ideas for process improvements
  • Share insights and learnings from research and data analysis with team members
  • Assist in training and onboarding new team members as needed

What we are looking for

The successful applicant is a driven and collaborative individual with a keen interest in organisational health and transformation of the social service sector.He/she is expected to keep abreast of the sector’s evolving needs that will influence the work of the team. Prior experience working in the social service or related sector, or in a policy role is an advantage.

Experience:

Min 2-3 years of relevant experience in policy implementation.
