What the role is

The Early Childhood Development Agency (ECDA) serves as the regulatory and developmental authority for the early childhood (EC) sector in Singapore, overseeing key aspects of children’s development below the age of 7 in early childhood development centres (i.e. kindergartens and childcare centres). ECDA is jointly overseen by the Ministry of Education (MOE) and the Ministry of Social and Family Development (MSF) and is hosted under MSF. The Regulation and Licensing Division is responsible for the licensing and regulation of early childhood development centres to ensure standards of care and education to children, in accordance with the Early Childhood Development Centres (ECDC) Act and Regulations. This involves licensing new and existing centres, regulating centres to ensure their compliance with the regulatory requirements and taking enforcement actions against licensees for non-compliances, investigating incidents and feedback, and responding to feedback on the requirements for centres and their service delivery. The Division also spearheads initiatives to review regulatory policies and processes for relevance and effectiveness to the early childhood sector.

What you will be working on

This is an operations role, where you will be involved in licensing and regulatory compliance. You will be involved in the following key areas: • Regulate Early Childhood Development Centres (“Centres”) in Singapore to ensure compliance with the Early Childhood Development Centres Act and Regulations; • Monitor Centres and ensure compliance; • Conduct assessment and supervisory visits; • Investigate incidents and feedback; • Provide guidance to Centres, parents and members of the public; and • Be involved in initiatives to implement quality measures to raise the standard of early childhood care and education in Centres, so as to give every child a good start.

What we are looking for

• Preferably possess a background in Early Childhood/Child Psychology/Education or a background in regulation or quality assurance • Strong written and verbal communication skills • Able to work in a fast-paced environment and under varied settings as the nature of the work involves centre visits, handling of customer feedback, investigation, writing of reports and administrative duties • Have problem solving skills to respond to complex situations and/or resolve conflicts between different parties • Good team-player with well-rounded interpersonal skills to work across teams and with diverse stakeholders (public and private sector). • Able to communicate effectively with different groups of people • Candidates with previous working experience in service-oriented or customer facing roles will have an added advantage
