Digitalisation is a key pillar of Public Sector Transformation (PST) as Singapore transforms itself to become a Smart Nation. The conversion of physical records to electronics records creates a digitally enabled workplace for all MHQ officers and facilitates knowledge management. Digital records also allow longer preservation and ease in content search for useful records. The Digitisation officer is responsible for the processing, enhancement and correction of scanned images. This role ensures that all digital assets are accurately represented and compliant with IM4L standards.

What the role is
What you will be working on
1. Preparation of Records
Manual document preparation for scanning including removal of staples, clips, pins, and photocopy of documents which are too fragile or thin to be fed into the scanner. No cutting of stapled corners is allowed. Records and documents shall be reassembled back to its original sequence in the folders.
2. Scanning/Digitisation
Using RIMS scanner to scan/digitise print materials (such as file records, loose sheets, documents, photographs and others which can fit within the dimensions of A3 and A4 paper. The officer shall exercise quality control to maintain consistency of output for quality control of image scanners, ensure that the scanner is free of dust and other distorting particles, and maintain the correct scanner calibration throughout each working session for each and every material.
3. Post digitisation Quality Checks
The Quality Checks shall include the following:All pages scanned and blank pages were scanned;
• Each page is fully rendered to the same exact size and dimensions as the original Material;
• Image is aligned (i.e. not off-centre, slanting, reverse, or wrong orientation);
• Clarity of image;
• Colour balance of image;
• Density and contrast of image;
• Digitised Material is free of distortions;
• Correct image sequence according to physical file
4. Re-perform the Digitisation Services
Execute necessary corrections including rescanning.
5. Uploading of files
Upload the digitised output files to RIMS E-Registry and include indexing/metadata.
6. Disposal/Refile
Fill up the Destruction Certificate and ensure the destruction is in compliance with ISD guidelines and only destroy materials
due for destruction (i.e., those covered by the IM4L retention schedules and other NAS-approved retention schedule(s) specific to MHA). There might need to refile the loose records that required to be kept as physical records.

2. Relevant Experience
• Previous experience in digitisation or related roles preferred
• Familiarity with sensitive records management is a plus
3. Personal Characteristics & Behaviours
• High level of professional integrity, as the role involves handling highly sensitive and classified documents
• Ability to maintain confidentiality and discretion in all tasks, particularly when dealing with highly sensitive information
• Good communication skills
• Excellent communication and teamwork abilities
• Meticulous and strong attention to details
