The Investigations and Contingency Planning Division (ICPD) is the staff authority over Investigation policies and frameworks in MSF, as well as MSF’s readiness in responding to various National and localized contingencies. ICPD also provides Ops Analysis into incidents-of-interest (offences, regulatory breaches, etc) to highlight noteworthy trends, personalities or other areas of interest, to help enhance effectiveness of ground operations by MSF Divisions.
Description of Branch:
The Investigation Branch (IB) is responsible for:
a. investigating into serious offences in the legislations under MSF’s purview;
b. developing and implementing investigation policies and frameworks to ensure effective and efficient investigations by MSF Divisions;
c. working with MSF Divisions and relevant external partners in competency building for MSF investigations officers; and
d. bridging MSF Divisions and external investigation/law enforcement agencies (SPF, MOM, CPIB, etc) to coordinate any joint/parallel investigations or in any other areas where necessary.

What the role is
What you will be working on
The Senior Manager (SM)/Asst Director (AD) performs as a Senior Investigation Officer, at the same time a supervisor over a team of investigation officers to investigate into offences under the purview of MSF. (e.g.Vulnerable Adult Act, Adoption of Children Act and Women’s Charter, etc). The SM/AD directs investigations by the Investigation Officers in IB but may take on the investigations into more complex cases. The SM/AD supports the DD (Investigations) in formulating investigation policies, frameworks, training needs as well as the implementation of these initiatives.
• You will report to the DD (Investigation Branch).
• You will direct investigations into offences under the purview of MSF.
• You will be required to take on and investigate into more complex cases where required.
• You will be rostered as Duty IO as part of a team on 24/7 basis, including after office hours and weekends/public holidays.
• You will need to supervise/provide guidance to IO over investigations actions and field operations to be carried out, such as evidence gathering, identification of perpetrators.
• You will put up recommendations on the outcome of investigations to address AGC.
• You will be recallable for exigency duties outside of office hours.
• You will need to work with the other law enforcement agencies for referral of cases or parallel investigations or serve as liaison between MSF Divisions and the relevant agencies where necessary.
What we are looking for
• At least a tertiary education in any discipline, with 3 to 5 years of experience in criminal investigation work.
• Understanding of criminal law and procedure: Familiarity with relevant legislation, case law and legal precedents.
• Proficiency in investigative techniques: Knowledge of various investigative methods, including but not limited to interviewing and evidence collection.
• Good Team Player.
• Ground supervisory experience.
