The SAD for Partnership and Engagement at MOM is responsible for leading and managing strategic engagement initiatives to foster effective partnerships and enhance stakeholder engagement. This role involves developing and executing strategies to build collaborative relationships with industry partners, community organisations, and other key stakeholders.
The SAD will oversee the creation and implementation of engagement programmes, ensure alignment with the ministry’s goals and policies, and drive initiatives that support workforce development and labour market improvements. The role requires strategic vision, excellent communication skills, and the ability to navigate complex stakeholder environments to achieve the ministry’s objectives.

What the role is
What you will be working on
The SAD’s will be involved in i) Strategic Engagement Planning, ii) Stakeholder Engagement and Management, iii) Sentiment Sensing and Analysis and iv) Cross-Agency Collaboration. The responsibilities include:
• Develop integrated comms and engagement plans in major MOM areas to effectively convey MOM’s key messages to target audiences
• Develop metrics to measure effectiveness of engagement, and assess if desired effects have been achieved through analysis of sentiments
• Lead forward-planning at the department level (i.e. Department Workplan)
• Build and maintain strong working relationships with key stakeholders including industry partners, NGOs, and other government agencies
• Develop and implement channels to gather feedback from stakeholders such as surveys, FGDs etc
• Identify opportunities for strategic partnerships with stakeholders that can advance MOM’s goals such as joint initiatives, public-private collaborations, research projects
• Develop a clear picture of public sentiments on MOM issues, and identify gaps and emerging trends which may require a comms, engagement or policy response
• Adjust engagement tactics and messaging based on the insights gained from sentiment analysis, ensuring alignment with stakeholder expectations and concerns
• Create feedback loops that allow stakeholders to express their sentiments directly to MOM, ensuring that their voices are heard and considered
• Work across agencies to ensure coherent and coordinated engagement efforts, especially on cross-cutting issues
• Attend inter-agency meetings, working groups, and committees to represent MOM
What we are looking for
• At least 8 years of working experience in strategic/ horizon planning and policy-related role
• Training and experience in data analytics and visualisation
• Training and experience in managing engagement projects as well as would be an advantage
• Familiarity with both quantitative and qualitative research methodologies as well as issues and crisis management
• Strong language and writing skills in English; being effectively bilingual is an advantage
• Keen interest in current affairs and socio-political issues with strong political acumen and awareness of ground sentiments
• Awareness of local and international manpower-related issues
• Ability to communicate effectively with senior management, staff and external stakeholders
• Possess a strategic and analytical mindset; intellectually inquisitive
• Good problem solving, negotiation and analytical skills
• Ability to collaborate and influence others to drive positive results
• Ability to be flexible, adjust priorities, and multi-task in a dynamic workplace
• Ability to translate macro strategies into tactical plans. Interest in current affairs and politically sensitive
