The jobholder is to assist Senior Manager, Security & Provost (OSU) in ensuring operational security capabilities, facilitating smooth running of operations and upholding operational readiness in Singapore Girls’ Home (SGH). She is responsible for the investigation of serious infringements involving both residents as well as staff. Apart from that, she also manages investigation into complaints, as well as allegations or any other tasks as and when instructed by Deputy Director/OSU (DD/OSU).

What the role is
What you will be working on
The jobholder is responsible for implementing and maintaining robust security measures for the safe and secure custody of residents in YRS. The jobholder is to monitor the Security System and ensures that they are effective to support SGH’s operations. The jobholder is to assist DD/OSU in conducting exercises to test YRS operational readiness. This also includes ensuring exercises are also conducted across all residential blocks.
The jobholder is required to conduct investigation as directed by DD/ OSU. This encompasses conducting comprehensive investigation of all serious incidents involving both residents and staff. The jobholder is to ensure thorough, non-judgmental, fair, transparent and objective investigation into possible breaches of discipline and recommend appropriate course of disciplinary proceedings based on severity of the offence committed and valid mitigating factors.
Main Responsibilities:
1.Investigate cases as assigned and to obtain evidence such as photos, medical reports, CCTV/BWC footages, record necessary statements and to complete up the SOF with recommendation on the appropriate charge to DD/OSU for his endorsement.
2.Collate and track youth infringement records.
3.Keep track of Fire, Duress Drill and Security Items Report submitted by Youth Guidance and Management and Education Unit;
4. Work closely with appointed security vendor with regards to Preventive maintenance and Trouble Shootings in SGH and to ensure that regular checks and audits are conducted by vendor to ensure that the system is in good order.
5.Indent/booking of CISCO to escort residents (e.g.: Court, hospital & other appointment) and to certify monthly payment for the work performed by APOs; and manage all APO matters.
6.Check security equipment – Walkie Talkie, complex keys, handcuffs and flexi cuffs in all blocks (quarterly).
7.Oversee the regular inspection of physical security structure and ensure that it is in good order; proper inventory of security equipment, lockset and keys and send equipment for repair when defect is reported.
8.Manage Visitor Management System.
9.Perform screening and maintaining database for long term contractors/ vendors/visitors/ trainers; and
10.Ensure immediate remedy for any security gaps which are identified in terms of physical infrastructure and security procedures
What we are looking for
Required Competencies:
1. Strong in written and spoken English.
2. Experience in investigation is a useful advantage.
3. Possess good interpersonal and communication skills to engage residents, and good understanding of youth culture and dynamics.
4. Ability to multi-task, work independently and be an effective team player; and
5. Possess good IT knowledge and computer-related skills e.g. Microsoft Words, Excel, Office, PowerPoint.
