What the role is

Residential Support and Licensing (RSL) Division licenses and manages MSF-funded social services for lower-income or vulnerable individuals and families (including children and young persons, homeless, the destitute, the elderly). Residential Partnership & Licensing (RPL) Branch under RSL licenses and inspects social residential facilities under MSF to ensure the safety and welfare of the residents and raise the standard of care in these facilities. The team also ensures effective implementation of service models that are aligned with policy intent, and service manage Transitional Shelters, Sheltered Homes, Senior Group Homes, Welfare Homes, and Therapy Hubs.

What you will be working on

Job Scope You will be part of a team who will be working closely with other Divisions in the Ministry, executive volunteers as well as operators/stakeholders of the residential facilities. We are looking for passionate and committed officers to join us. Responsibilities • Conduct inspections/audits on social residential facilities and check on compliance with existing legislation, regulatory requirements and service models. • Provide secretariat and administrative support to executive volunteers under the Review Board and Boards of Visitors (including organising of meetings, compilation of meeting materials, minutes-taking, visits coordination, etc.) • Manage feedback and incidents, monitor programme and care standards, and support capability-building efforts. • Involved in the selection of service providers and engage advisers/community partners and collaborate with various stakeholders for the purpose of setting up new facilities. • Any other duties assigned by supervisor.

What we are looking for

Technical/ Functional Competencies required • Tertiary qualifications in any discipline • Good knowledge and prior experience in social service programmes will be an advantage Generic Competencies required • Good communication skills, both written and verbal • Strong aptitude in relating with different stakeholders • Curious mindset, possess strong analytical skills and has a keen eye for details • Self-driven and motivated. Able to work well in a team and fast-paced environment • Keen interest in working with the residential care sector and co-create solutions with stakeholders
