What the role is

Reporting to the Marine Safety & Port Operations Division, you will be part of the Ops Planning & Pilotage department whose role is to safeguard strategic port needs through effective management of port infrastructure and regulate pilotage services in the Port of Singapore. You will also ensure that Singapore obligations as a Maritime Search and Rescue Centre and ReCAAP Focal Point are carried out effectively and efficiently.

What you will be working on

• To regulate pilotage services through conduct of assessments on pilot applicants to ensure that they are competent to act as pilots for conduct of vessels’ movements in the Port of Singapore.

• To review, update and promulgate pilotage and tug assignment guidelines through liaising with pilotage service provider and tug service providers, port and oil terminal operators, and conduct safety of navigation evaluation prior to issuing of guidelines.

• To conduct investigation into incidents involving pilots and submit the findings to Pilotage Committee for deliberation.

• To implement and administer pilotage exemption schemes to facilitate efficient vessels’ movements in the Port of Singapore.

• To provide safety of navigation advice for port development and marine projects to ensure established international and local standards with best practices are complied with by the projects’ consultants and/or developing agencies.

• To provide safety of navigation advice for unwieldly tows or special movements such as towage of oil rigs and FPSOs in the Port of Singapore.

• To conduct special movements during marine emergency response operations and provide safety of navigation advice for special operations in the Port of Singapore.

What we are looking for

• Experienced mariner who currently holds a MPA issued Class A1 pilot licence

• Meticulous, organised and is committed to delivering high quality work

• Able to prioritise tasks well and work around tight timelines in a fast-paced environment

• Good interpersonal and communication skills and is able to work well with stakeholders across all levels

• Appointment level will commensurate with candidates’ work experiences.
