What the role is

To support the Division in the facilities management of People’s Association (PA)’s community infrastructure to ensure that the physical infrastructure and facilities are well maintained and kept in a state of good, safe and serviceable condition to meet PA’s objectives to promote social cohesion and community bonding.

Support SM(PM) and AD(PM) in leading and managing the CMP team in supporting and maintaining PA Properties to sustain high availability of all PA properties and amenities These includes (but is not limited to): 

- Manage the projects assigned (ranging from CMP, A&A, RCs and other minor building projects) of PA properties from planning to completion including defects liability periods, DPIPs, fixed  asset and finalisation of project accounts. 

- Manage and give directions to appointed Managing Agent (MA), and a team of consultants including Architects, Engineers, and Quantity Surveyors etc to ensure assigned projects complete within schedule and approved budget and meet the project  strategic, design, quality and operational objectives and ensure that all PA properties are well maintained and upkeep to requirements. 

 - Strategize and forward plan the long term development of CMP and other refurbishment and modernization projects, including but not limited to steering initiatives and incorporating strategies on life cycle management and sustainability in projects.   

- Plan all necessary budgeting for the execution of projects.

- Reviews plans/drawings and tender documents to ensure compliances with basic and functional requirements of respective CCMC, RC, CC, Stakeholder and Co-users’ requirements

- Ensure compliance with Government and internal procurement and financial procedures

- Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks and participating in professional organisations

- Ensure proper and full archive of essential data, financial information all authorities approvainformation etc for reference, audit and future development of buildings.

Other ad-hoc duties not covered under main responsibilities and duties

- Covers duties of Senior Manager (Project Management)

- Other ad-hoc duties assigned by Director (EM) and/or Deputy Director (EM). 

Knowledge & Skills 

The minimum education and experience profile required by the job-holder to perform on the job. 

Education 

Minimum -  Professional Certification in Building (Architecture, Engineering) or Project Management or Facilities/Estates Management or other relevant qualification.

Experience          

More than 4 years in in building project management or facilities/estates management and or building maintenance with good track records particularly in projects using PSSCOC.

Good knowledge of CMP and life cycle management is essential, as well as possessing soft skills and people management skills required for stakeholder management (including but not limited to Grassroots Advisers and Grassroots Leaders).

Knowledge of serviceable life of building components and replacement strategies will be an advantage.

Others                  

- Strong organisational, analytical, communication, writing and inter-personal skills

- Self-driven, resourceful and be able to work independently and lead the team towards achieving specific goals. 
- Proficient in MS Office application (eg Words, Excel, PowerPoint). 

- Knowledge in construction project and contracadministration, relevant Singapore Standards, Codes of  Practices and regulatory guidelines

- Certified Fire Safety Manager, Certified Green Mark Manager/Facility Manager and/or Workplace Safety & HealtCertifications will be added advantage 

Only shortlisted candidates will be notified.

Successful candidates will be given a 3-year contract.
