Senior Manager/Manager (Ecosystem Strategy and Governance)

This is an individual contributor role in the Resourcing and Ecosystem (R&E) Division of the Ministry of Social and Family Development (MSF). R&E aims to cultivate a future-ready social service sector that delivers quality services, is well-resourced, and has high levels of community engagement and contribution.

You will develop and implement strategies, policies, and projects to empower Singapore’s social service sector to have a greater positive impact. For example, you will: • Develop and implement social impact evaluation frameworks; • Govern and administer grant funding for social service agencies; • Develop strategies to improve the sector’s resourcing and capabilities (e.g. effective budget planning and management strategies); • Evaluate the effectiveness of existing structures that support corporates to pursue social impact, and develop new structures to drive such corporate purpose; • Evaluate the latest philanthropic giving and social impact investing models and trends, and develop ways for the social service sector to leverage such systems; and • Establish and maintain strategic partnerships between the Government, businesses, community groups, and individuals to advance the interests of the social service sector.

We are looking for an individual who can: • Think clearly and critically; • Communicate effectively, both verbally and in writing; • Rally diverse stakeholders together around a common goal; and • Take initiative, ownership of, and accountability for, their work. Prior experience and a strong interest in social issues, social sustainability, social impact investing, and / or public policy would be advantageous.
