What the role is

The Infrastructure & Precinct Development (IP&D) department leads the development of arts infrastructure frameworks in Singapore. We collaborate with key government agencies to diversify spaces for the arts and work closely with venue owners to integrate artistic elements into the Civic District and Bras Basah Bugis precincts.
In this role, you will contribute to NAC's strategic outcome of growing Singapore's art sector infrastructure by unlocking and optimising diverse art spaces, working with public and private space owners to facilitate arts access, contributing to policy formulation and implementation, and playing a key role in realising NAC's vision of a vibrant, accessible, and sustainable arts ecosystem.

Your role includes the following areas:
 

Review and Development of Arts Housing Policy and Framework

  • Conduct desktop studies, obtain and analyse data, then present findings to guide and justify policy formulation in arts housing and infrastructure

  • Assist in formulating policies and frameworks to effectively connect arts groups/artists with available spaces

Policy Implementation and Process Management

  • Develop and refine Standard Operating Procedures (SOPs)

  • Manage engagement plans and change initiatives to support policy shifts or new strategies

  • Contribute to continuous improvement of processes, incorporating audit recommendations

Stakeholder Management

  • Support strategic partnerships with public and private stakeholders to secure diverse space opportunities

  • Facilitate good landlord-tenant relationships and collaboration across different stakeholder groups

  • Assist established arts groups and artists in transitioning towards independence in arts housing

  • Coordinate communications plans and stakeholder engagement/outreach initiatives

Lease and Tenancy Management

  • Review lease proposals and prepare recommendations

  • Review lease proposals and prepare recommendations

  • Draft key supporting documents and approval papers for leasing and tenancy agreements

  • Liaise with legal personnel on Tenancy Agreement clauses

  • Ensure proper tracking, management, and documentation of tenancy agreements and deliverables

Requirements:

  • Degree in Real Estate, Public Policy, or Business Administration

  • Minimum 3 years of experience in property/leasing management (preferred)

  • Strong organisational and planning skills

  • Familiarity with public sector procurement, instruction manuals, and circulars

  • Strong understanding of real estate market trends and industry best practices

  • Experience in change management and process improvement

  • Analytical and problem-solving skills

  • Strong communication, interpersonal and negotiation skills

  • Proficiency in Microsoft Office suite applications
