You will be part of the finance shared services team in Ministry of Health that manages the financial operations in accounts payable and financial reporting for our MOH Professional Boards (Singapore Medical Council, Singapore Dental Council, Singapore Nursing Board, Singapore Pharmacy Council and Traditional Chinese Medicine Practitioners Board), Professional Bodies (Allied Health Professions Council and Optometrists and Opticians Board) and Accreditation Boards (Family Physicians, Specialists, Pharmacists and Dentists).
Reporting to the Assistant Director, you will manage the account payable’s function and team. There will also be opportunities to rotate to other units within the MOH Financial Resource Management Division e.g. Budget, Procurement, Financial Operations & Control and Risk Management Unit.

What the role is
What you will be working on
• Provide advice and support to MOH Professional Boards related to accounts payable as business partners;
• Manage and supervise the accounts payable team, providing guidance and support;
• Manage the entire accounts payable operation, ensuring accuracy, efficiency, and compliance with financial regulations and instruction manuals.
• Ensure timely and accurate processing of vendor invoices and payment to meet WOG KPI for payments;
• Prepare and analyse accounts payable reports for management;
• Collaborate with other FSS teams to support month-end and year-end closing processes;
• Develop and implement AP policies, procedures and best practices;
• Identify and implement process improvements and automation opportunities;
• Liaise with internal and external auditors during financial audits;
• Mentor and train AP team member to enhance their skills and performance;
• Handle ad-hoc projects/responsibilities as assigned by Supervisors.
What we are looking for
• Tertiary qualifications in Accountancy or Finance. MOH is an ISCA Approved Training Organisation. Candidates who are pursuing their finance studies on part-time basis are welcome to apply for this full-time position.
• 5 years+ of working experience in account payable, with at least 2 years in a supervisory role. Experience in public sector finance will be an added advantage.
• Good teamwork and inter-personal skills to work well with and engage other Divisions.
• Good writing and strong communication and presentation skills.
• Committed, responsible and self-driven with good working attitude.
• Good project management and analytical skills.
• Proficient in Microsoft Office tools and finance ERP systems.
