What the role is

The Urban Redevelopment Authority is a statutory board under the Minister of National Development (MND). Our Urban Design departments within the Conservation and Urban Design Group (CUDG) play a role in transforming Singapore’s physical environment and draw up district masterplans and urban design plans that contribute to the rejuvenation of our city centre.   In an increasingly uncertain and complex urban environment, our architects and planners need to be more adept at responding to the changing needs of a diverse population. To enable this, we need to redesign our planning processes to become more agile, data-informed, responsive, and use automation and intelligent support systems to achieve higher productivity and facilitate quicker, evidence-based decision-making. As a Manager / Executive within CUDG’s Urban Design Central Area team, you will act as the bridge between our planning, urban design and technology departments to critically analyse and review our existing business practices, identify inefficiencies and propose optimised workflows and technological solutions. By helping to improve our work processes and automating routine activities, you will reduce the time our officers spend on manual work and empower them to pursue more high-value tasks such as stakeholder engagement, analysing ground feedback, reviewing policies and evaluating planning and urban design proposals. The successful candidate will be offered a 1-year contract.

What you will be working on

You will work closely to support our architects and planners. Your responsibilities will include: 1. Business process mapping and analysis Undertaking a thorough review of existing business processes, inefficiencies and opportunities for improvement. This will be done through gathering, documenting and analysing business needs through interviews, workshops and hands-on experience of various work tasks. 2. Solution Design and Evaluation Propose redesigned work processes and productivity solutions, including developing and implementing the following digital solutions envisioned to improve our officers’ daily work: Cleaning, processing and transformation of GIS and CAD-based data to support the assembly of our next-generation geospatial data repository and urban design base plans, which will contain critical planning information of the Central Area that will unlock a new suite of functions and applications. Develop an implementation roadmap for an intelligent case information retrieval system that relies on codified knowledge to retrieve context-specific information to assist case processing and evaluation. 3. Stakeholder communication Act as a liaison between our business and technical teams to ensure all parties have a shared understanding of the proposed solutions. Facilitate communication and resolve conflicts among stakeholders, if necessary. 4. Change Management and Training Support the implementation of new work processes, systems and solutions. Provide training and resources to end-users to ensure smooth adoption.

What we are looking for

1. Strong analytical thinking, with an ability to break down complex problems and propose logical solutions. 2. Excellent verbal and written communication skills; able to interact effectively with diverse stakeholders. 3. Technical understanding: Degree / Diploma in Architecture, Urban Planning, Information Systems, Information Technology, Geospatial Information Technology or related fields. Familiarity with one or more of the following software / skillsets is an advantage: Drafting software (e.g. AutoCAD), GIS software (ArcGIS Pro), one or more programming languages (e.g. Python, C# or similar). 4. Meticulous and able to work comfortably with data and numbers. 5. Able to think creatively to address challenges and provide innovative solutions 6. Adaptable and flexible to manage changing requirements and priorities.
