What the role is

As the Director of Strategic Planning Division in the Communicable Diseases Agency (CDA), you will lead and formulate CDA's mission and 5-year strategic plan, conducting strategic planning, resource allocation, monitoring, Organisational Development, coordinating key platforms like EXCO and Board of Directors, business process review and risk management. The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. It will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

Responsibilities • Lead the development and implementation of comprehensive organisational strategies aligned with the CDA's mission, vision, and strategic objectives. • Collaborate with senior leadership to define strategic priorities, initiatives, including CDA’s 5 Year strategic plan, and establish Measurements of Success to measure progress. • Drive the development of actionable plans to achieve strategic objectives and monitor progress towards goals. • Provide strategic guidance and support to division leads in aligning their initiatives with the overall organisational strategy. • Oversee the development and maintenance of a robust performance management framework to track and report on strategic initiatives. • Oversee implementation of an Enterprise Risk Management (ERM) framework and system that identifies, and mitigates risks associated with disease control, public health emergencies, and operations. • Involve Board of Directors to leverage board expertise and provide governance for Risk, Finance and Human Resources. • Stay abreast of industry trends, best practices, and emerging technologies to inform strategic decision-making.

What we are looking for

Job Requirements • At least 10 years of relevant experience in Strategic Planning, Corporate Strategy in big organisations such as government sectors, public healthcare, or MNCs. • Experience in Organisational development, change management, Business Process Review and Enterprise risk management preferred. • Experience with working with Board of Directors (BOD) to involve the Board of Directors to play a critical role in providing strategic direction, governance, oversight, and expertise to CDA. • Strong analytical and problem-solving skills, with the ability to translate data and insights into actionable strategies. • Demonstrated experience in leading cross-functional teams and driving change management initiatives. • Proficiency in strategic planning tools and methodologies. • Familiarity with performance management and measurement techniques. • Excellent communication and interpersonal skills, with the ability to influence and collaborate with stakeholders at all levels.
