What the role is

The Building and Engineering Services Division (BESD) oversees infrastructure planning, design, development and facility management of hawker centres and after-death facilities.

What you will be working on

You will work closely with various stakeholders to explore smart facilities management (FM) technologies/solution vendors  as well as work with the appointed FM contractor on the implementation of suitable sensors or Internet of Things(IoT) for data collection with suitable software for data management, which include (not limited to) notification and tracking of faults, management and tracking of building performance indicators, use of artificial intelligence (AI) and data analytics for preventive maintenance in hawker centres.

The role requires you to work closely with various internal and external stakeholders to:

  • To work with FM contractor on the implementation of suitable sensors/IoT to collect data and track the “health” of equipment in hawker centres. The equipment (not limited) includes kitchen exhaust systems, mechanical ventilation system, fire protection systems, lifts and escalators, sanitary pipes, trees etc.

  • To work with smart FM vendors and FM contractors to identify and customise software in the management of NEA facilities, which include(not limited to) contract management, fault management, asset management, works management, safety management to improve work processes and efficiency

  • Familiar with sensors for diagnostics and monitoring of lifts would be advantageous

  • To plan and facilitate regular reviews/meetings with contractors on the collected data to improve work processes

  • To implement smart FM initiatives as part of Repairs & Redecoration (R&R) works or ad-hoc trials at hawker centres managed by NEA.

  • To plan and review requirement specifications (when required) and work with stakeholders on the procurement of facilities management services and ad-hoc projects

  • To work with contractor to evaluate contingency plans (business continuity plans, supply of materials, etc.), sustainability initiatives to meet organisation’s needs.

  • To carry out budgeting, processing of payments, tracking of expenditure relating to FM/R&R works

  • To conduct site inspection/audit to check on R&R/A&A/FM works

  • To assist the supervisors in any other assigned tasks and undertake any other ad-hoc projects.

What we are looking for

The job might be for you if you possess the following qualities:

  • Degree recognised by Professional Engineers Board with at least 2 years working experience in facilities management (FM) and preferably with experience in smart FM technologies/solutions

  • Familiar with local Codes, Acts, and Regulations in the built environment

  • Competent in MS Outlook, MS Word/Excel/PowerPoint other MS software applications

  • Competent and comfortable with collecting and analysis of data and use of analytics software

  • Knowledge in Government procurement and contract management would be advantageous.

  • Self-motivated and comfortable with fast-paced environment

  • Excellent communication and analytical skills with problem solving attitude

  • Meticulous, organised and able to multi-task

  • A good team player with strong interpersonal skills
