What the role is

The Communicable Diseases Agency (CDA) is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable diseases preparedness, prevention and control, surveillance, risk assessment and outbreak response. As the Senior Assistant Director/Assistant Director (Stakeholder Engagement) of the Global Partnerships and Engagement Division, you will play a pivotal role in co-leading the development and execution of CDA's stakeholder engagement strategies. You are to ensure that these strategies are in sync with CDA's broader policies and goals, while fostering robust inter-sectoral and inter-agency collaborations. Your responsibilities will include working closely with technical divisions to optimize communication, streamline engagement processes, and assess the impact of these activities on CDA's initiatives. Additionally, you will oversee the coordination and management of engagement activities across the agency to guarantee a unified approach and strategy. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

Develop Agency’s Engagement Strategy : • Design and implement a comprehensive stakeholder engagement strategy aligned with CDA’s policy and operational goals. • Develop stakeholder engagement processes and SOPs to ensure streamlined and effective workflows across divisions. • Monitor and maintain a record of external engagements, including international interactions, to track relationships and ensure strategic alignment across stakeholders. • Foster long-term partnerships with existing and potential stakeholders, identifying opportunities for cross-sector collaboration to expand the organization’s network. Lead Stakeholder Engagement (Internal & External): • Lead and maintain oversight on internal and external stakeholder engagement efforts. • Organize and lead targeted engagement events designed to foster relationship-building and collaboration across sectors • Identify new opportunities for engagement, exploring innovative partnerships and outreach strategies in tandem with other divisions to expand the organization’s reach and impact. • Actively participate in specific engagement activities, working alongside CDA’s senior management and/or relevant technical units. CRM Development: • Lead the development and management of a comprehensive CRM system and database, ensuring accurate tracking and documentation of all stakeholder interactions. • Oversee the accurate and timely recording of communications, ensuring all engagements are properly documented to support effective ongoing relationship management. Note that this role focuses on targeted, individualized stakeholder engagement. It does not include community or public engagements as these are managed by other teams within CDA.

What we are looking for

• Minimum 10 years of professional experience, with significant experience in stakeholder engagement, and in developing stakeholder management strategies, or a related field. • Experience in government agencies or related healthcare institutions and industry preferred • Demonstrated experience in planning, coordinating, and participating in stakeholder engagement activities or similar initiatives. • Strong leadership and collaboration skills, with the ability to work effectively across teams and build meaningful partnerships with diverse stakeholders. • Demonstrated ability to manage multiple projects simultaneously and deliver results in a fast-paced, dynamic environment. • Excellent written and verbal communication skills, with the ability to craft clear, persuasive messages for a variety of audiences. • Strong interpersonal and networking abilities, with the capability to foster trust and maintain positive relationships with both internal and external stakeholders. • A meticulous and detail-oriented approach, with strong analytical and problem-solving skills. • Resilience and adaptability, with the ability to manage pressure and respond proactively to changing priorities. • A self-motivated team player who is proactive in initiating and following through on projects and activities.
