What the role is

The Communicable Diseases Agency (CDA) is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable diseases preparedness, prevention and control, surveillance, risk assessment and outbreak response. As the Senior Manager / Manager (Stakeholder Engagement) in the Global Partnerships and Engagement Division, you will be responsible for the stakeholder engagement team's daily operations. Your primary responsibilities will include the execution of engagement strategies, fostering and sustaining relationships with crucial stakeholders, and ensuring that all engagement activities are aligned with CDA’s broader policies and goals. You will also be developing, managing and refining the stakeholder database, monitoring engagement activities, and systematically evaluating the impact of these engagements to inform and enhance the CDA’s initiatives. This role demands a proactive approach to collaboration, both within the agency and with external partners, to facilitate a cohesive and effective engagement framework. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

Key Responsibilities: Develop Agency’s Engagement Strategy: • Be part of the team to develop engagement strategies, policies, SOPs and approaches that align with CDA broader objectives. • Identify opportunities and foster collaboration with existing and potential stakeholders, contributing to the expansion of the organization’s network. • Maintain and update records of external engagements, tracking relationships to ensure alignment with engagement objectives. Stakeholder Engagement Coordination (Internal & External): • Coordinate internal and external stakeholder engagement efforts, with the aim to ensure effective communication and collaboration. • Work with external agencies including Ministries, Public Health Institutes etc to synergise regional outreach strategies in communicable diseases matters • Plan and coordinate engagement events and activities, ensuring logistical requirements are met and events run smoothly • Draft talking points, preparing presentations, staff senior management meetings and managing engagements. • Manage reports and communications to ensure timely and accurate information is shared across the organization. • Actively participate in specific engagement activities, working alongside CDA’s senior management and/or relevant technical units. CRM Support and Documentation: • Develop, maintain, and regularly update the stakeholder database to ensure accurate and timely documentation of all stakeholder interactions engagement statuses, and ongoing relationship-building efforts. Note that this role focuses on targeted stakeholder engagement. It does not include community or public engagements as these are managed by other teams within CDA.

What we are looking for

• Minimum 5 years of professional experience • Experience in government agencies or related healthcare institutions and industry preferred • Demonstrated experience in planning, coordinating, or participating in stakeholder engagement activities or similar initiatives will be considered an advantage. • Able to work effectively across teams and build meaningful partnerships with diverse stakeholders. • Strong interpersonal and networking abilities, with the capability to foster trust and maintain positive relationships with both internal and external stakeholders. • Demonstrated ability to manage multiple projects simultaneously and deliver results in a fast-paced, dynamic environment. • Excellent written and verbal communication skills • A meticulous and detail-oriented approach, with strong analytical and problem-solving skills. • Resilience and adaptability, with the ability to manage pressure and respond proactively to changing priorities. • A self-motivated team player who is proactive in initiating and following through on projects and activities.
