The Home Team Science and Technology Agency (HTX) is a statutory board under the Ministry of Home Affairs (MHA) which aims to pioneer innovation solutions and develop world class science and technology capabilities to transform and empower the Home Team in delivering safety and security for Singapore.

Principal Engineer (Data Engineering) is responsible to lead in the architecting, solutioning and delivery of enterprise level data projects and products (with heterogenous data sources). This role shall define how data would be stored, consumed, integrated and managed by different data entities and IT Systems. He/She shall transform and support Home Team Operations and leapfrog MHA’s overall sense making and data engineering capabilities that includes: a. Data management initiatives to facilitate secured data usage within MHA, and secured data sharing amongst HTDs and across to WOG partnering agencies; b. Data platform/project design and architecting to facilitate the accessibility and usability of the data across MHA; c. Data projects and products, compliant with data governance, to enable HTDs to use data to achieve their mission; d. Review all enterprise Data Management and HTDs (including Data Governance) policies and tenders to ensure completeness and comprehensiveness with data accuracy, integrity security and privacy; and e. Work with stakeholders to resolve and overcome any programme and project department challenges and conflicts. f. Contribute to Project Risk Assessment from solutions, technological and architecture standpoints; g. Understand the latest technology trends (TRL 4 to 7), established framework for technology evaluation on functionality and technicality of the technology. The job-holder is also required to work across the different pillars and or be the subject matter expert for HTX and HTDs’ flagship projects within the Enterprise Group and different units within and outside of HTX, such as other Programme Management Centres (PMCs), Centre of Experts (COE), Plans, Capability Sustainment, Home Team Departments (HTDs), Whole of Government (WOG) and industry partners.

• Minimum 10 years of relevant working experience including a minimum of 1 years in a leadership position. • Experience in data architecture, data modeling, and database design. • Knowledge of data warehousing, ETL/ELT, and business intelligence technologies. • Familiar with AI and MLOps would be advantageous . • Strong interest in technologies and innovation, particularly in data & analytics solutions and data management. • Able to work independently and as a team. • Facilitation skills, planning skills, strong analytical, problem-solving skills, organizing capabilities and foresight to drive projects. • Good interpersonal and communications skills for internal/external stakeholders engagement.
