What the role is

Drive data initiatives in Services Group to
a. Ensure that the Group has the data it needs to perform functions such as
service planning and funding; and
b. Use data and insights as a key resource to inform decision-making by
stakeholders in the social service sector.
The objective is to achieve better outcomes for persons who use social
services, so that these service users are empowered to live with dignity.

What you will be working on

Key Responsibilities and Activities
Support  Group  Director  and  Director  in  leading  the  team  and  collaborating
with other NCSS groups. This includes the following responsibilities:
1. Understand the social service landscape, including the mix of services and
providers, how they are funded etc. This includes developing and implementing  a  data  strategy  to  efficiently  collect  relevant  data  from different  stakeholders  about  the  programmes  available  to  service  users and their effectiveness.
2. Identify emerging service gaps and opportunities to inform how the Group responds  in  the initiating, developing,  and/or  funding  of  social  services and  providers.  This  includes  developing  and  implementing  modes  of spotting and validating signals.
3. Resource the sector with data and insights to inform the decision-making of stakeholders such as service users, social service agencies,
donors/funders and government agencies.
4. Drive Services Group’s data initiatives, including coordinating the efforts of the three divisions in the group, and with the central Digital and Data

Strategy team of NCSS. The range of efforts cover the data infrastructure of  IT  systems,  data  collection  from  service  providers  and  users,  data requests (both incoming and outgoing) and data governance and stewardship.
5. Take care of the team by:
a. Providing guidance to team members in their work and professional development;
b. Creating  and  sustaining  a  culture  where  team  members  learn  and play together; and
c. Grooming junior and future leaders.
6. Support the Services Group and NCSS as and when required

What we are looking for

Personal Competencies:
Adaptable, analytical, proactive, problem solver
Systems thinker, ability to see different perspectives and draw connections

Skilled communicator
Skills & Knowledge:
Stakeholder management, negotiation, influencing, facilitation skills
Relevant technical skills such as in
data, research, digital/tech, design thinking etc
Social sector knowledge is a bonus but not a requisite
Requirements
Education:
Bachelor Degree with quantitative skills, in Public
Policy/Administration,
Sociology/Psychology or
related disciplines
Experience:
10-15 years of work experience, with 7-10 years of supervisory responsibilities
