The job holder will be part of the Policy, Planning and Research Division (PPRD), the unit responsible for CNB’s drug statistics, policy formulation, strategic planning, legislative review, and international affairs.
The current vacancy is for the International Affairs Cluster which manages issues related to CNB’s engagement with regional / international counterparts and fora, such as the United Nations Commission of Narcotic Drugs (CND), ASEAN Senior Officials on Drug Matters (ASOD) and ASEAN Ministerial Meeting on Drug Matters (AMMDM).

What the role is
What you will be working on
Main Responsibilities
(a) Policy Formulation
Recommend policy positions on matters that will be presented or discussed at the regional and international fora that CNB attends.
Prepare responses and defend Singapore’s interest at these fora.
Review CNB’s international relations strategy and provide strategic recommendations.
(b) Monitoring and Reporting
Monitor regional and international drug trends via various information sources.
Draft reports on local, regional and international drug situations, highlighting developments which may impinge on the illicit supply of drugs into Singapore.
Monitor publications and reports where Singapore’s drug control approach or statistics has been mentioned, and highlight issues which may have a significant impact on Singapore.
Scan for and identify opportunities, platforms and instruments for the purpose of cultivating partnerships and raising Singapore and CNB’s international profile.
Deep dive into specific issues and international organisations in order to recommend Singapore’s positions on them.
(c) Others (non-exhaustive)
Represent Singapore and staff senior management at regional and international meetings.
Provide staffing support, such as drafting speeches, reports and papers.
Prepare and deliver presentations on Singapore’s drug situation and CNB’s anti-drug strategies.
Provide secretariate support during meetings.
Submit drug-related data to regional and international organisations.
Work with counterparts at MHA, Home Team agencies, other Ministries (e.g. the Ministry of Health) and Statutory Boards (e.g. the Health Sciences Authority) on cross-agency issues.
What we are looking for
The officer should preferably have international relations-related experience or have an interest in current affairs. Officer should also have an analytical mind, good writing skills and able to work independently, in an environment which require multi-tasking and where deadlines are occasionally tight. Officer should have excellent communication skills, be comfortable with public speaking and enjoy meeting and engaging foreign and local counterparts. Officer is expected to be able to travel for work a few times a year.
