What the role is

The Ministry of Home Affairs (MHA) aspires to be a world-class organisation in delivering safety and security for our people. The overall purpose of Audit and Assurance Directorate (AAD) of the Risk Management and Audit Group (RMAG) is to provide an objective assurance and consulting activity designed to add value and improve MHA’s operations. AAD seeks to help MHA accomplish its objectives of risk management, control and governance. AAD also aims to enhance Home Team Departments’ (HTDs) and Statutory Boards’ level of compliance with government policies, procedures and applicable laws and regulations to enable them to be more effective and efficient in managing resources.

What you will be working on

(a) Participate in developing the multi-year and annual audit workplan for MHA. (b) Lead & perform Financial/Resource Management Audits according to RMAG’s workplan. (c) Provide advisory at HTDs/SBs’ requests on governance, risk management and controls. (d) Conduct audit monitoring and follow-up for RMAG audits to ensure auditees have taken adequate, effective and timely actions to implement the remediation actions per the audit recommendations. (e) Support the secretariat for Risk Management and Audit Committee meetings chaired by DS, such as preparation & presentation of agenda items. (f) Undertake special audits upon receipt of whistle-blowing complaints. (g) Compile and curate common audit observations from past AGO and RMAG audit reports and control checklists for sharing via various modes, e.g. MHA Intranet and training sessions. (h) Operationalise the WOG initiative for Ministry Family IA Clustering to level up risk management and governance, harmonisation of audit processes and audit workforce development overall for HTDs/SBs, so as to meet the outcomes/KPIs set by MOF for IA transformation. (i) Procure and manage panel of audit firms to undertake outsourced financial compliance audits and resource management audits.

What we are looking for

(a) Qualifications in Accountancy or the professional equivalent (e.g. ACCA, CIA, CA, CPA) preferred (b) Candidate with at least 7 years’ working experience, with at least 5 years of working experience in internal audit and prior working experience in the public sector. (c) Experience in data analytics and other digitalisation tools and audit management software will be an added advantage. (d) Able to lead and supervise the internal audit team for projects. (e) Able to manage audit committee and stakeholders which comprise AGO and senior management of HTDs/SBs. (f) Independent and self-motivated with strong initiative. (g) Meticulous with strong analytical skills. (h) Possesses good communication and writing skills. All new appointees will be appointed on a contractual basis.
