What the role is

The job holder is responsible for the smooth running of the Home Team Frontline Supervisor Course (HTFSC) for Home Team (HT) Officers. The new course is a two-week intensive programme that serves as a key milestone course to strength a One Home Team mindset for the Station Inspectors and equivalent ranks across the 6 HT departments (SPF, SCDF, ICA, SPS, CNB and ISD). The new course supports the Home Team Transformation 2030 by providing shared experiences through joint training to strengthen the ‘One Home Team’ mindset, joint operations, and collation, as well as infusing ops-tech awareness and exposure for them. The proposed course is partly residential, comprising a blend of modalities like classroom learning, experiential learning, visits to HT agencies, table-top exercise, simulation exercise and Fireside Chats with HT leaders to maximise the training and learning experience for the officers. The job holder is responsible for the course planning, design, and development, as well as the review of the course. This requires him/her to have a deep understanding of the purpose and objectives of the new programme is required to develop a relevant and effective training package. A good understanding of the operating terrain and context for the HTDs and the respective roles that HT officers play in Homefront safety and security is necessary. This enables the job holder to appreciate the training needs and requirements of the intended target audience. The job holder is required to stay informed about the training and learning community standards and leveraging benchmarking data to continuously improve the organisation's training initiatives. He/she would need to garner support and work with the various HT agencies and stakeholder to develop the identified modules for the new course.

What you will be working on

1. As a lead officer for the planning, design, development, and review of the HTFSC, ensure that the course meets its intent and spirit, setting the right Home Team perspectives and values. In this area, you will be required to: - i. Conceptualise and develop the course programme, propose changes or improvements during reviews to enhance the programme effectiveness; ii. Need to constantly explore and leverage technologies for effective training; iii. Collaborate with HTDs and stakeholders on the conceptualisation, planning and execution of programme content, delivery, and overall flow; iv. Assist with the conduct of lessons such as HT Culture, Value and Guiding Principles and visits to HT Gallery. Foster integration, camaraderie, and bonding among the participants; and provide participants with “ground perspectives” through sharing of experience. 2. Review the HTFSC to ensure a high standard and consistency across the programme run. In this area, you will be required to: - i. Attend and observe the classroom lessons, visits, and any other official activities during each course run, to address any concerns or needs and to gather spontaneous feedback to improve the programme for subsequent runs; and ii. Plan and implement a review of the course programme every 3 years/15 runs of the course to ensure relevancy of the training, per the HT’s curriculum review framework. iii. Ensure the activities are carried out in accordance with existing training safety guidelines and requirements. 3. Benchmarking – to ensure that training and learning activities are on par with best practices in training and curriculum development in the T&L sector (comparable with other similar local or foreign training institutions). In these areas of work, he/she is expected to: - i. Conduct benchmarking activities to identify best practices in training and curriculum development within the industry; ii. Analyse benchmarking data to assess the organisation's performance against industry standards and identify areas for improvement; iii. Develop strategies to incorporate best practices into training programs and curricula to enhance effectiveness and relevance; iv. Collaborate with internal and external stakeholders to gather benchmarking data and insights; and v. Monitor and track T&L trends and benchmarks to ensure training programs remain current and effective.

What we are looking for

Knowledge and skills - Recognised university degree; - Strong understanding of MHA’s and its HTDs’ mission, roles, and operations, to articulate the importance of HT collaboration and strengthening the One Home Team mindset; - Good knowledge of past, present and future trends, and issues of the Home Team; - Able to conceptualise training requirements and design training curriculum. - Organised, logical and strong planning ability; - Strong interpersonal, communication, presentation and writing skills; - Facilitation-in-Training or equivalent certification is an advantage; - Proficient in IT and Microsoft Applications; and - Knowledge of training safety related doctrines and guidelines. Experience - At least 3-5 years of working experience, preferably in training and development. - Experience in planning and organising residential courses or courses over a duration of at least one week is an advantage; and Experience in planning, monitoring training budget and contracts Attributes ‒ A positive mindset towards the One Home Team concept; ‒ Keen interest in learning, training, and programme development; ‒ Good leadership qualities and a positive mindset to shape minds; ‒ Good interpersonal and communication skills to deliver lessons effectively and to give clear and concise instructions to adult learners; ‒ Able to work collaboratively with internal and external partners/stakeholders; and ‒ Physically active and enjoy outdoor activities This is a contract post that will expire in Dec 2026.
