What the role is

The Centre for HT Simulation (CHTS) at HTA is responsible for leading the use of simulation training for homefront safety and security in the HT, specifically in the following areas: a. Drive simulation capability development across the HT, especially for command and control and incident management in the command post; b. Establish robust training and learning approaches and methodologies to drive realistic simulation training across the HT. This includes conceptualising, designing and operationalising highly immersive exercises for major events to hone HT commanders’ sense making and incident management skills; and c. Research new developments on assessment for simulation training and approaches for training and development. AD Joint Training is required to support Dir CHTS in working on several new and expanded key simulation capabilities, such as roll-out of the Next Gen Home Team Simulation System (HTS2); development of HTS2 Satellite Centres across HTDs for HT-wide joint exercises; and coordination with agencies on the implementation of Whole-of-Government (WOG)-wide simulation exercises. These would involve working closely with various stakeholders such as HTDs, WOG agencies, and vendor for HTS2 to design new simulation scenarios, introduce new training methodologies, best practices and standards etc, to take command post and incident management simulation training to the next quantum level.

What you will be working on

Key responsibilities include 1. Support Dir CHTS and work with CHTS’ branches to establish the Centre of Excellence (CoE) for incident management in simulation training, focusing on initiatives that drive simulation training at HT- and WOG-levels, by FY2025. 2. Support Dir CHTS in driving the use of simulation technology at MHA and WOG-levels 3. Support Dir CHTS in collaborating with various agencies and CHTS’ Training and Operations branch to drive island-wide joint HT or WOG exercises and training 4. Support Dir CHTS in providing ops-tech inputs for new MHA/WOG simulation training projects, and design of simulation training scenarios through cross-sharing of HTDs’ ConOps 5. Work closely with CHTS’ Training and Ops branch in developing new simulation scenarios and joint contingency exercises for the HT and WOG 6. Work closely with CHTS’ Capability Development branch in exploring new capabilities and features for the Next Gen HTS2 7. Ensure the timely development of training scenarios for Next Gen HTS2, facilitating the seamless transition of all training scenarios from the current HTS2 system to the Next Gen HTS2, and ensuring that simulation training for HTDs is not disrupted 8. Curation and development of MHA’s in-house simulation training capabilities for large scale joint exercises 9. Work with CHTS’ Capability Development branch in the coordination and rollout of the Satellite Centres, taking into consideration the HTDs’ operational requirements 10. Assist Dir CHTS to monitor the proper conduct of simulation exercises at the Satellite Centres to achieve training objectives and maximise learning 11. Assist Dir CHTS to facilitate and develop inter-operability amongst HTDs and WOG agencies, through joint simulation exercises at HTA’s HTSC and its Satellite Centres 12. Facilitate the smooth conduct of major HTS2 simulation exercises and take on role as Exercise Controller when required 13. Oversee the organising of key meetings and events related to joint training with HTDs and WOG agencies 14. Any other duties or projects that may be assigned by Director CHTS.

What we are looking for

1. Knowledge and skills • Recognised university degree; • Possesses knowledge and familiarity with Home Team operating procedures; • Able to conceptualise training requirements and design training curriculum; • Good knowledge of trends and issues affecting the MHA, Singapore and world affairs would be an advantage; • Good knowledge of game design and game modification would be an advantage; • Able to communicate and convey information, both written and oral, clearly, and concisely; and • Proficient in IT and Microsoft Applications. 2. Experience • Recognised university degree with at least 10 years of working experience; • Good experience in operations planning & exercise management and with supervisory experience would be an advantage. 3. Attributes • Good leadership and analytical skills with experience in leading a unit; • Able to conceptualise and adopt a macro approach to issues; • Keen interest in learning and development; and • Politically sensitive and able to work well with different stakeholders. 4. Other unique job requirements • Keen interest in areas of learning & development and use of technology for simulation training This is a contract post that will expire in Dec 2027.
