What the role is

We would like to invite an independent and self-motivated individual who has keen interest in contributing to the growth of a trusted and innovative environment for Singapore’s data economy and society, and the enhancement of Singapore’s international standing as a trusted data hub to join the Data Innovation & Protection Group (DIPG).

The individual is required to lead a team of technical personnel to ensure a robust and forward-looking data strategy that safeguards individuals’ interests while enabling innovative uses of data and emerging technologies.

The scope broadly includes:
• monitoring and assessing data-related technologies that has an impact on the use of data
• formulating technical guidance on emerging technologies for the private sector and consumers, to facilitate and maximise the responsible use of data in Singapore; and
• supporting technical implementations for data innovation projects within DIPG.

Responsibilities

  • Lead research and studies on global and emerging technology trends and developments, which may have implications on Singapore’s data strategies and policies.
  • Lead the formulation, review and update of technology-related guidelines, frameworks, and other related resources relating to data innovation strategies and policies.
  • Support consultations with key stakeholders (general public, industry, government agencies) on technology-related policy positions and address stakeholders’ feedback in the review and formulation of these policies.
  • Support collaborations in intra-agency and inter-agency development of technical projects and publications pertaining to data innovation.
  • Collaborate with foreign data protection authorities (DPAs) or relevant government/public agencies on matters relating to technology-related data innovation projects.

Requirements

  • At least 8 years of experience in IT/technology consultancy, data science and analytics, data governance, cybersecurity or data forensic roles
  • Minimum 2 years of experience leading and managing teams
  • Background in relevant technical disciplines such as Engineering, Mathematics, or Computer Science
  • Good understanding of local and international standards on data governance, data protection, and information security
  • Proficiency in data-related technologies such as Artificial Intelligence (AI), data science/analytics, IoT, and blockchain
  • Strong analytical skills with ability to understand data-driven technologies
  • Excellent writing and communication skills, with ability to convey ideas clearly and concisely
  • Professional certification in data science and analytics, data forensics, data protection, or cybersecurity (advantageous)
  • Some experience and understanding of international laws and diplomacy (advantageous)
  • Self-motivated individual with high degree of personal initiative, flexibility, and positive attitude to adapt to dynamic scope of activities
  • Keen interest in self-learning and staying up-to-date with developments in data-driven technologies and their impact on industry and consumers
