What the role is
The Competition and Consumer Commission of Singapore (CCCS) administers and enforces Singapore’s competition and consumer protection laws. Amongst various functions, CCCS investigates and takes appropriate actions in cases infringing these laws, whilst at the same time provides effective advice to Government and public authorities on national needs and policies in competition and consumer protection matters.
What you will be working on
In recent years, CCCS has a growing focus on the impact of digital markets and big data on competition and consumers. We utilise technology and digital market knowledge to improve the efficiency and effectiveness of the organisation, including better harnessing data to inform our decision-making processes. As a core member of the Data and Digital team, you will be involved in:
• performing market analysis, synthesising legal, economic, business and technology knowledge into a coherent thesis and conclusion on digital market matters;
• collecting and analysing data, including web scrapping, statistical analysis, natural language processing and machine learning, to support CCCS’s intelligence and investigative functions;
• developing digital forensics capabilities, including examination of digital evidence and auditing algorithms of digital firms;
• developing horizon scanning tools, identifying opportunities to apply data science to build a pipeline of use cases on competition and consumer protection matters;
• writing codes in Python, storing and processing large and complex datasets, and architect CCCS’s data science projects to integrate with the government’s cloud-based analytics platform;
• conducting behavioural experiments, including A/B testing, to investigate empirical effects of digital market business practices;
• working in multi-disciplinary teams to provide technical and digital market expertise in support of CCCS’s competition and consumer protection work.
What we are looking for
You should be passionate in applying data science and technology to promote competition and consumer benefits in digital markets, and who:
• has a background in Data Science, Economics, Statistics or related technology and quantitative disciplines;
• knowledge in Behavioural Science and Platform Economics will be an advantage;
• work experience in the fields of data science or related disciplines in digital market firms will be an advantage;
• has experience in coding (including Python), working with large datasets; and
• is a team player with demonstrated ability to collaborate across disciplines, including the ability to communicate complex and technical ideas to a non-technical audience.

The Competition and Consumer Commission of Singapore (“CCCS”) administers and enforces the Competition Act 2004 and the Consumer Protection (Fair Trading) Act 2003, to guard against anti-competitive activities and unfair trade practices. Additionally, CCCS ensures that businesses observe fair trade measurement practices by administering the Weights and Measures Act 1975, and ensures the supply of safe consumer goods by enforcing and implementing the Consumer Protection (Trade Descriptions and Safety Requirements) Act 1975 and its associated Regulations.
