What the role is

The Ministry of National Development (MND)’s operating environment is changing rapidly. Amid an evolving geopolitical and socioeconomic context which has reshaped the collective demands on infrastructure, the issues we face are increasingly complex and multi-faceted. To respond to these challenges, MND must evolve and reshape our organisation to be future ready. MND is embarking on our transformation roadmap to create a stronger, more flexible, and adaptable organisation, an agile and nimble workforce, and a collaborative and joyful workplace. We are accelerating organisational transformation and strategic capability building across MND and our Statutory Boards, to support our key business ambitions and organisational priorities. We are also transforming our employee experience, by creating a more attractive and collaborative work environment and implementing new initiatives to support officers’ growth and well-being.

What you will be working on

The Deputy Director (Transformation) provides leadership to the Transformation Team in MND’s Corporate Development Division, working across multiple teams including HR, IT and Corporate Resources to drive organisational excellence for the MND Family. Specific Job Responsibilities You will: - Spearhead strategic capability building to transform the MND Family workforce in tandem with our business ambitions and organisational priorities, including the translation of capability building strategies into Learning & Development policies and frameworks. - Drive organisational development and employee engagement for the MND Family, considering our evolving operating context, industry best practices, organisation development strategies and design thinking. - Lead strategic reviews which ensure that MND HQ’s organisation and job structure is responsive to our shifting business priorities and align manpower resourcing strategies with organisational priorities. - Transform MND HQ’s employee experience and support for staff well-being, in line with evolving employee aspirations and industry practices. This includes driving workplace transformation and asset enhancement works for the MND Complex.

What we are looking for

We are looking for people who have strong drive and are comfortable with ambiguity, open to new ways of thinking and willing to push boundaries. You should preferably possess: - At least 6-8 years of work experience, preferably in policy/planning or the organisation transformation/innovation space, and at least 3 years in a leadership position. - Ability to lead and motivate a strong team of officers, think strategically and critically analyse multiple sources of information to derive insights for strategy formulation. - Strong command of written and spoken English, as well as the ability to manage both internal and external stakeholders across various levels. Competencies Required - Ability to analyse global and national trends which impact organisation performance, navigate loosely defined problem spaces and propose innovative solutions which are in line with ground realities. - Ability to think beyond department or agency lines, and form effective partnerships within and across agencies. - Ability to implement, monitor and ensure the execution of all aspects of a project, strategically using available resources to achieve objectives in an efficacious manner, anticipate potential risks and put in place mitigation measures.
