What the role is

The Ministry of Home Affairs (MHA), known collectively as the Home Team (HT), aspires to be a world-class organisation in delivering safety and security for our people. The Home Team Civilian Training School (CTS) at the Home Team Academy develops civilian officers to be future-ready, enabling them to serve effectively alongside uniformed and specialist colleagues. As a Senior Executive in Programme Planning and Development, you will play a crucial role in enhancing the Civilian Milestone Programme and complementary training initiatives. This role involves planning, curriculum development and review, as well as programme management for civilian officers at all career stages. You will be instrumental in building strong foundational competencies for new officers, reinforcing core skills and facilitating transitions to key leadership positions for senior civilian staff. Your work will ensure that Home Team civilian officers can perform their duties effectively, contributing to Singapore's safety and security in partnership with their uniformed counterparts.

What you will be working on

Civilian Milestone Programme Planning and Development • Plan, develop, and execute the HT Civilian Milestone Programme (CMP) which consists of 4 courses, namely Civilian Support Officer Foundation Course for support officers, Step-In for senior executives, Step-Up for supervisors and Step-Beyond for middle managers. This includes spearheading the development of new iterations. Environment Scanning and Learning Analysis • Conduct comprehensive environmental scans, research, and learning analyses to identify current and future learning needs for HT civilian officers, ensuring the CMP remains relevant and effective. • Develop and manage Continuing Education and Training (CET) initiatives by building a comprehensive training roadmap of courses and competencies for civilian officers. This includes curating training content that enhances competencies beyond the CMP, collaborating with Institutes of Higher Learning (IHLs) and training providers to design and implement programmes addressing HT-specific needs, and fostering a continuous learning culture to maintain engagement with civilian officers throughout their careers. Programme Support and Procurement • Support programme management and operations when required. This involves assisting with budget utilisation, procurement processes, vendor management, coordinating logistics for HT CTS programmes, evaluating and reviewing existing training programmes, and recommending improvements to enhance programme effectiveness and relevance.

What we are looking for

Knowledge and Skills: - Strong understanding of adult learning principles and curriculum development, particularly in the context of public sector and security-related training; - Expertise in strategic planning and programme management for comprehensive training initiatives; - Strong grasp of current trends and best practices in learning and development; - Familiarity with or ability to quickly learn about MHA and Home Team Departments' missions, roles, and operations; - Proficiency in conducting environmental scans, research, and learning needs analyses; - Experience in developing and managing Continuing Education and Training (CET) initiatives; - Ability to collaborate effectively with internal and external partners/stakeholders, including Institutes of Higher Learning (IHLs) and training providers; and - Proficiency in IT and Microsoft Applications Education/Experience: - Bachelor's degree or qualifications in a relevant field such as Training and Development, Education, Human Resource Development, Public Administration, or Security Studies; and - 3-5 years of experience in learning and development, preferably in a government or law enforcement context Attributes: - Strategic thinker with strong analytical skills, capable of developing future-ready training programmes; - Keen interest in learning, training, and programme development; - Excellent communication, presentation, and writing skills for effective collaboration with internal stakeholders and external partners; - Detail-oriented with strong organisational and planning abilities to manage complex training initiatives; - Positive and innovative mindset, adept at driving improvements in training methodologies and fostering a continuous learning culture; - Ability to work effectively in a dynamic and fast-paced environment, balancing strategic planning with operational support; - Able to work collaboratively with internal and external partners/stakeholders; and - Commitment to enhancing the capabilities of civilian officers in support of Singapore's safety and security This is a contract post that will expire in Dec 2027.
