The candidate will lead the Data Governance and Transformation Department (DGT) under DGO, reporting to the Chief Data Officer. They will catalyse SFA’s transformation into a digital-to-the-core organisation that leverages data for shaping policy, planning and operations. The core responsibilities are to (1) oversee our data governance policies, (2) ensure the smooth functioning and operability of our data systems, (3) drive data research, and (4) build data analytics capabilities throughout SFA to support SFA’s data research needs. Through the work, they will play an important role to accelerate SFA’s efforts to further transform into a digitally enabled organisation.
Areas of work:
• Plan, implement and review SFA’s data governance framework to strengthen the management of SFA’s data across its life cycle to ensure relevancy and currency, aligned with IM8 guidelines and SFA’s requirements.
• Oversee and manage key data systems/projects throughout the system/project lifecycle – conceptualisation, gathering of user requirements, development of enterprise capabilities, and ensuring their smooth functioning and operability (e.g. Enterprise Data Lake).
• Catalyse, facilitate and track SFA’s transformation initiatives such as roll-out of Robotic Process Automation (RPA) and meeting of key data KPIs.
• Advise partner technical teams on data system and governance requirements (e.g. data availability within data lake, data management, storage and retention).
• Lead team of data analysts to conceptualise and operationalise data and research initiatives and cross-divisional data projects to derive and triangulate datasets from various sources to distil useful insights to address SFA’s key challenges (both policy and operational perspectives). This includes ensuring data is harmonised, clean and ready for data discovery needed for data-driven decisions.
• Support and advise Divisions in the generation of timely data research insights that could be used for policymaking, corporate planning, risk management, streamlining operations and/or shaping industry plans.
• Build and upskill the capabilities of data analysts/engineers within SFA (both within team and across divisions).
