What the role is

Applications for the Ministry of Finance (MOF) Summer Internship Programme are now open. As an MOF intern, you will gain valuable insights and contribute to projects that support national policy-making and shape the everyday lives of Singaporeans. Interns are required to commit at least 10 weeks between May to Aug 2025. MOF's Government Procurement Function Office Directorate is looking for undergraduates to undertake the following project(s). Note: You are welcome to apply for internships/projects with different MOF Directorates if the topics suit your interest and experience. If you are shortlisted, you will be invited to indicate your preferred project(s) prior to the selection interview. Applications close 21 Feb. What you will be working on

Project #1: Development of a Data Analytics Model for Insight-Driven Procurement Performance Assessment Framework (PPAF) • This project focuses on creating a robust data analytics framework to analyse diverse data sources, including Procurement Perception survey (PPS) and Procurement Performance Assessment Framework (PPAF) results. The intern is expected to uncover actionable insights that enable the functional lead in procurement to identify critical areas, gaps, and correlations between key drivers influencing procurement outcomes and satisfaction. • The data analytics model is expected to create insightful charts to show Whole of Government (WOG) performance as well as to cater for ingestion of future PPS and PPAF results. • A successful candidate should ideally have knowledge in data analytics (e.g. Tableau, PowerBI) and a basic understanding in statistics. Project #2: Government Procurement – Supplier Relationship Management • Establish an end-to-end Supplier Engagement/Management Framework (from pre-procurement to contract management). Scope may cover the following areas: a) Desktop research on other countries’ and private sectors’ practices. b) Interview Government agencies on their current practices. c) To devise a WOG implementation plan from an end-to-end perspective of engaging suppliers, including the implementation feasibility assessment that discusses the pros and cons of each of the recommendations. • A successful candidate should ideally have a keen interest in public policy development, research work, and stakeholder engagement. Project #3: Government Procurement – Green Procurement • Review both external and internal communication and guides with respect to Green procurement to enhance understanding and make information more available to all stakeholders. Scope may cover the following areas: a) Review the internal guides for public officer and explore areas of improvement. b) Review the external communication to public and provide recommendation on areas of improvement to better support suppliers and public in our green procurement journey. c) Desktop research on other countries’ and private sectors’ practices and to propose recommendation to incorporate into (a) and (b) if relevant to our context. • A successful candidate should ideally have a keen interest in environmental sustainability policies, research work, media and communication, and stakeholder engagement. Project #4: Catalysing Procurement Transformation Through Comms & Stakeholder Engagement • GPFO is working to showcase how procurement unlocks value for stakeholders, optimise how procurement’s value-add is communicated to our stakeholders, and enhance the learning experience for the procurement community. As an intern, you will contribute by: a) Organising learning interventions for the procurement community (both virtual and in-person events) with progressive procurement teams in various Government agencies. b) Developing compelling comms material and visual content in digital media to showcase key insights from the learning interventions. c) Profiling progressive procurement practitioners and practices through digital media features, to be used for internal transformation comms and recruitment publicity. d) Reimagining the Finance and Procurement Academy’s training materials, such as through proposing gamification and innovative delivery methods. e) Strengthening our stakeholder comms and engagement strategy by assessing gaps and proposing enhancements. • A successful candidate should ideally be familiar with graphic design and visual storytelling, digital content creation and interviewing skills. Project management skills would be advantageous. Project #5: Implementation and Management of the Procurement Professional Programme • The internship offers opportunity to contribute to the design, implementation and management of a flagship procurement graduate programme – Procurement Professional Programme. Key responsibilities and deliverables include: a) Supporting the design of training and development initiatives for the graduate programme. b) Curating programme immersion experience which focuses on building corporate identity. c) Building partnerships and collaborating with external partners and internal stakeholders to facilitate smooth onboarding processes, including HR processing, recruitment, offer management, and other administrative tasks. • This project will provide the intern with comprehensive exposure to various HR functions, from recruitment and onboarding to learning and development planning. The intern will gain valuable experience in partnership building, stakeholder engagement and project management. • HR or project management skills would be advantageous. Project #6: GeBIZ X - Building the foundation for a data-driven government procurement function • GeBIZ X is the Whole-of-Government’s next generation procurement platform which digitalises the whole procurement process. This presents new opportunities to leverage on data for better decision-making, improving procurement process, and ensuring high levels of governance. • The intern will support on the following assignments: a) Engage business stakeholders such as but not limited to members of the Procurement Development Committee, Category Leads, and Demand Aggregation Leads to gather feedback, sharpen business problems, and spot new opportunities for data exploitation. b) Scope data analytics use cases, identify clear data requirements needed, and how it will improve business outcome. c) Working with technical team to identify the most appropriate tools and technique for each business use case. • A successful candidate should ideally have a background in information systems and business analytics. Project #7: GeBIZ X - WOG Change Management • GeBIZ X is the Whole-of-Government’s next generation procurement platform which digitalises the whole procurement process. In preparation for system development and WOG roll out, we will be engaging the rest of the WOG agencies to seek their feedback and spread awareness of GeBIZ X and its functionalities. The intern will be involved in change management which includes the following: a) Propose and implement change management plan and strategies. b) Prepare materials and collaterals required for engagement with agencies. c) Present learnings/frameworks and proposal to improve engagements with agencies. • A successful candidate should ideally be familiar with designing and producing collaterals.
