This challenging environment demands robust data and AI governance while balancing innovation. We welcome you to join our dynamic Digitalisation Strategy & Governance (DSG) team in Ministry of Sustainability and the Environment’s InfoComm Technology Department (ITD). The DSG team plays an instrumental role in three key areas: 1. Digital Strategy & Governance • Leading digitalisation initiatives and governance frameworks • Managing data and AI governance • Ensuring alignment with organisational objectives 2. Technical & Financial Oversight • Managing procurement strategies for digital solutions • Overseeing project budgets and financial compliance • Maintaining quality standards in technology acquisitions 3. Stakeholder Management • Collaborating across the Ministry Family (MSE HQ, NEA, PUB, SFA) • Coordinating cross-cutting digitalisation plans • Building relationships with diverse stakeholders The role requires strong leadership skills with deep technical knowledge and the ability to navigate complex stakeholder relationships in diverse environment.

What you will be working on

• Drive organizational digitalisation strategy and growth through effective planning, resource allocation, and performance tracking • Work closely with CIO and leaders to develop and execute digital roadmaps, managing cross-functional teams to deliver initiatives on time and within budget • Establish and implement data and AI governance frameworks, including compliance processes and educational programmes • Lead data/AI product development initiatives while providing technical guidance and recommendations to users • Guide and develop product team capabilities while maintaining quality standards and documentation • Design and implement reporting standards and efficiency improvement processes • Manage procurement projects following government ICT policies, identifying risks and proposing mitigation measures • Enhance ICT procurement frameworks and templates to align with organizational and national objectives • Monitor and analyse ICT financial performance, preparing detailed reports and forecasts, provide strategic ICT financial insights for stakeholders • Undertake ad hoc projects and analysis work or any other duties assigned when required

What we are looking for

• Degree in Computer Science, Information Systems, Information/ Infocomm Technology, Computer or Electronics Engineering or related field. • More than 8 years experience in the public sector or robust ICT experience in the private sector, preferably in the development, implementation and deployment of ICT plans and activities involving Cloud, Design Thinking, Data Analytics or Product-Centric Development • Good knowledge of ICT procurement and contract management practices Knowledge of ICT operations, procurement, contract and budget utilisation management practices in public and/or private sectors • Strategic thinking skills with broad perspective of different issues and strategic partnership within the organisation • Strong stakeholder management balancing both the analytical aspect and the people aspects. • Excellent communicator in articulating plan at both the executive level and the working level and is an attentive listener to understand needs and issues, with strong presentation skills, both written and verbal. • Strong analytical, conceptualisation and problem-solving skills. • An adaptable and bold personality, with openness to pick new knowledge and take thoughtful risks. • Be motivated by innovation to achieve business goals and customer happiness. Added Advantages: • Project Management-related certifications such as CITPM, COMIT or PMI. • Agile-related certification such as Certified Scrum Master.
