What the role is

The Residential and Children-in-Care Policy Branch formulates and reviews housing and social support policies for rough sleepers, homeless individuals and families, children in statutory care, family violence survivors, low-income and vulnerable elderly, and destitute persons. Our goal is to ensure that these client groups receive client-centred care, rehabilitation and quality residential services, to maximise their safety, stability and social mobility. To achieve this, we undertake evidence-based research and community engagement and collaboration with stakeholders. This Branch is part of a larger Division, the Rehabilitation, Protection and Residential Care (RPR) Division, which oversees the policies, strategies and programmes that address the needs and challenges of vulnerable populations, such as children and adults in need of care and protection, youth and adult offenders, family violence survivors, the vulnerable elderly and individuals at risk of homelessness.

What you will be working on

Reporting to the Team Leader, you will be: • Shaping our medium to long-term policies and MSF’s shelter landscape: You will be an integral part of the team shaping the Ministry’s overall strategy to transform the landscape of MSF residential services for persons with housing needs (e.g. children and young persons in state care, rough sleepers, homeless individuals and families, low-income and vulnerable elderly, and destitute persons) with the goal of improving their social mobility, stability, and self-reliance. This will include analysing trends, engaging with community partners and ground agencies to understand these groups’ complex social and residential needs, finding synergies across client archetypes, planning and developing the next generation of MSF shelters for these vulnerable groups. • Analyse large datasets and construct demand/supply models to guide the MSF residential masterplan: You will work with researchers to build dynamic demand projections models, to plan and develop our services for children and young persons in state care, rough sleepers, homeless individuals and families, low-income and vulnerable elderly, and destitute persons. You will also shape the service and funding models, programme KPIs, and conduct impact and outcome evaluation on our programmes. • Forge partnerships with stakeholders: You will consult closely with community partners (e.g. Social Service Agencies that operate our residential services), and speak to internal and external stakeholders, research teams, to identify policy opportunities and gaps, and co-create solutions. You will build partnerships with stakeholders, including community organisations and government agencies to facilitate policy formulation and communication for effective implementation. • Review and develop legislation: You may have opportunities to review legislation that strengthens safeguards for vulnerable persons residing in social residential homes and better scope MSF’s powers for more targeted, effective assistance for persons who are destitute. As a Manager of the Rehabilitation, Protection and Residential Care Division, your role requires strategic thinking and strong analytical, research, and communication skills. You will contribute to the development of policies that enhance residential support, protection and rehabilitation for vulnerable groups in society. What we are looking for

• Strong analytical and problem-solving skills • Communicates effectively, verbally and in writing • Strong tertiary qualifications in any field • At least two years of relevant work experience in policy formulation, data analytics, planning and inter-agency stakeholder/ sector engagement is an advantage • Driven, resourceful and a team player • Able to lead projects independently and engage stakeholders at different levels • Able to manage tight timelines and deliver outcomes in a fast-paced working environment.
