The Market Development & Surveillance Department is looking for experienced individual contributors in either of the following roles:
A.Commercial and Regulatory Policy
• Develop EMA’s in-house expertise for financial modelling of future energy supply and demand projects (e.g. new thermal generation, energy imports).
• Evaluate the commercial viability of and EMA’s response to proposals for future energy supply and demand projects.
• Design financing schemes, corporate structures and regulatory policies to accommodate novel business models of energy supply and of demand management.
• Work with consultants and advisors to design, draft and implement the necessary contracts and term sheets for the above.
Requirements:
• Min 7 years’ experience in commercial roles in infrastructure or related areas, covering areas like financial modelling, project evaluation or contract design / drafting.
• Interest in regulatory policy and good at working with a diverse range of stakeholders
B.Market Surveillance & Regulatory Partnerships
• Take charge of transforming the department’s processes and tools for electricity market surveillance and codifying such processes for future reference and training. This transformation will prepare EMA to regulate a market accommodating new sources of energy, business models and consumer requirements.
• Work closely with EMA’s data & analytics and IT teams, as an end user, to achieve these goals. You may be required to engage external consultants as well.
• Train Department officers in these new processes and tools, and lead them in their implementation.
• Work with the Branch and Department Heads to update these partnership with the Market Operator, and put in place the necessary processes and governance
Requirements:
• Min 7 years’ experience in regulated markets like energy or finance, specifically in the areas of surveillance, regulation or compliance
• Familiarity in the following will be viewed favourably:
• Project management
• Partnerships and stakeholder management
• Regulatory policy and implementation through specific rules
• Implementation of IT systems and tools
• Post-trade analytics
• Comfortable with both the technical and people aspects of the role
• Good organisational skills and communication skills (spoken and written)
