What the role is

You will support the Ministry’s efforts to improve clinical coding standards across healthcare institutions and ensuring consistency and compliance with national standards or international best practices to aid national policy and programme implementation. This includes overseeing coding accuracy, resolving classification queries and developing national coding directives in collaboration with stakeholders to enhance data integrity. The role also entails the mining, analysis and presentation of coded data to generate health performance insights to support various MOH initiatives, in particular, the National Value Driven Care Programme, as well as patient safety and quality improvement initiatives. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

Clinical Coding • Serve as the Ministry’s administrative officer and stakeholder point of contact for matters pertaining to clinical coding. • Organise and work with the MOH-appointed Coding Expert Panel (CEP) to maintain established coding standards and resolve coding-related queries from internal and external stakeholders pertaining to day-to-day coding issues including queries on ICD classification, ICD and ACHI codes and AR-DRG-related matters . • Formulate or update Singapore Coding Directives in response to evolving clinical practices and administrative requirements. • Facilitate review of hospital coding quality via analysis of coding quality trends, coding audits and provide recommendations for improvement Coded Data Analytics • Extracting and referencing to clinical codes and diagnosis-related groups for case selection and analysis for various MOH-level initiatives including the National Value-Driven Care (VDC) programme to facilitate deep-dives, insights generation, and data visualisation. • Establishing and refining technical manuals outlining data scope, detailed methodology in data extraction and listing of indicators tied to each VDC medical/surgical condition. • Developing and maintaining charts/tables through data visualisation software such as Tableau or PowerBI.

What we are looking for

Key Skills/Knowledge Required: • Certified Coding Specialist, certification in Health Information Management or ICD coding. • Strong understanding of ICD-10 classification and its application to healthcare policy • Proficiency in healthcare data analysis and data analytics tools • Experience in conducting coding review or audits • At least 3 years of experience in clinical coding and analysis in a healthcare environment. • Knowledge of using statistical/ data visualisation applications such as SPSS, MS Access, Tableau, PowerBI, R, Python, and SQL will be an advantage. • Clinical knowledge or work experience in medical affairs will be an advantage. • Competent in Microsoft Word, Excel and Powerpoint As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
