The Sector Planning Department (SP) oversees the master-planning of infrastructure and manpower
resources to support the Early Childhood sector.
As part of Sector Planning, the Manpower Programmes Branch leads the operational policy and execution of professional programmes to attract, develop and retain manpower. The Branch manages ECDA Training Awards for ITE, Polytechnics and University students, as part of manpower attraction strategy. To support professional development and retention in the sector, the Branch also has programmes for different career tracks including the ECDA Scholarships and Professional Development Programmes for Preschool Educators and Leaders.

What the role is
What you will be working on
We are looking for a dynamic and resourceful individual to be part of the Manpower Programmes team in the Early Childhood Development Agency (ECDA). You will report to the Assistant Director overseeing the implementation of ECDA Scholarships, Training Awards (TA) and Professional Development Programmes.
Your key responsibilities are to:
• Develop and execute programme strategies that translate policy intentions into actionable Implementation plans;
• Lead end-to-end programme management including but not limited to recipient evaluation and selection, grant disbursement, stakeholder management and budget utilisation;
• Analyse programme data to evaluate effectiveness, identify gaps and make evidence-based recommendations for improvement;
• Drive publicity and conduct outreach events with key stakeholders e.g. Preschool operators, NIE, SUSS etc. to attract quality applicants;
• Work in a team to conceptualise, organise and review key events such as appointment ceremonies, engagement events, professional development sessions, etc.
What we are looking for
1. At least 1-2 years of working experience in Social Sciences, Mass Communications, Business Administration
2. Good analytic skills and able to handle quantitative data
3. Good written and verbal communication skills
4. Strong project and event management skills
5. Good IT knowledge and computer-related skills e.g. Microsoft Word, Excel, Office, PowerPoint
6. Strong interpersonal skills - comfortable working with people of all levels and is able to build good collaborative relationships with internal and external stakeholders
7. Able to work independently and be an effective team player
