We are seeking an experienced individual with strong analytical skills and preferably, a background in forensic accounting and/or fraud investigation and/or risk management to join us. The role is part of the Incentives Management & Governance (IMG) Division, a division tasked with the setting of policies; the guiding of business units to develop grant funded project proposals in a clear and effective manner, and in compliance with IMDA’s risk framework; and ensuring the compliance of all grants funded programmes/projects with the IMDA funding framework.
Responsibilities
- Conduct annual reviews of grant policies and procedures to continuously enhance IMDA’s grant administration process and facilitate data sharing with agencies.
- Harmonise IMDA grant policies with the requirements in the Instruction Manual on Government Grant Governance.
- Partner IMDA Group Legal to develop, review, maintain, and implement robust grant terms and conditions to support IMDA’s industry funding programmes.
- Work with IMG Partners Team to implement the grant administration policies, procedures, and audit framework.
- Work with IMDA Internal Audit and enlist expertise help to conduct investigations into allegations of grant fraud/abuse to successions conclusion, summarise findings through written report and update management.
- Build relationships with counterparts in other agencies to enable cross sharing of best practices on grant governance.
- Develop and implement risk-appropriate levels of audit procedures to test effectiveness of controls and identify areas for continuous improvement.
Requirements
- Background in Accounting, Business or IT related disciplines.
- Experience with government grants, forensic accounting or investigation will be considered favourably.
- Results-oriented, self-directed and able to interact with the various business units.
- Strong and effective communication (both verbal and written).
- Keen interest in technology and some technical or business knowledge would be a plus.
